  2. 1:07I'd like to make a motion to accept presented second all in favor so there's here no now we have yep got a couple of events to inform talent show which is going to take place students will be like released at the period will be the town competitive clubs um Reed their oral meeting on the 25th.
  3. 2:05I hope to have a competitive uh clubs that we that we flower bulb sale and they're also coupons um National Honor Society is school um Our Queen of the hearts dance this Saturday but due to weather and um had to reschedule it that was trium who model un is hosting an adult model un and former alumni so they'll be going a resolution resolution paper um with student members um so yeah we're excited starting up Brooks barbecue sales again it earlier this year they're starting it again um Varsity Club is putting on the basketball tournament on March 11th students um and during lunch coming well are playing pickle ball pickle ball tournament pretty sure you thank you awesome very fun stuff you presentations pin pin rolls presentation perfect too.
  4. 4:05we you were walking in as as we said up cool um well we'll jump right into it Salmons I'm regional vice president and with Jonah ronat Jonah's an associate at closer to you I think the folks in the think so I usually have a very loud is Dylan Salmons regional vice president joining me here tonight to to be part of a little bit about what Penrose is um the John L Edwards Elementary School uh have um.
  5. 5:01so Enterprise overview uh penos is a housing real estate Enterprise so we are multif family communities throughout a on affordable housing creation and operator we're also a very invested uh person staff and Workforce are the folks Porters supervisors property accountants deep commitment to providing social at our properties to maintain their make them sustainable and inviting certification um we have a reputation is well over 400 communities at this things that that arise to the challenge deliver really great properties uh uh collaborators first and foremost I think I've done more than one or two projects someone else whether it's a not publicly owned organization a P3 do by virtue of affordable housing being Finance um provides us being forward to doing that with you work.
  6. 6:33I'll cover a little bit uh in terms reuse projects um but at this point it's of successfully completed adaptive that fun stuff uh and we love innovating projects are ever the same and so we with cool New Uses cool new ideas and to the needs of a community so it keeps um this by the like number slide is like some of that Assurance of the we year-over-year generally are starting generally that ranges from like 1,200 to the pipeline every year and then we're uh so we are really making a de in the we love doing it uh.
  7. 7:31the way that Penrose works we are that support you know usually like a touch and so my team is based in to Buffalo uh we're under construction state right now none of them are in The Mid Hudson on out to to the reaches from here under construction on a really County uh in the city of Kingston and so from us and we'll hope to start and then on the other side of us here up 141 units in Troy New York so we're very easily served area uh and communities in the last eight years of opening our very uh constructive uh partner to New they're the state agency that allocates we've become a really strategic partner really good experience using all the this whether it's historic tax credits credit the state low-income housing tax all the stuff that makes the C the layer a deal like this come together uh and Hudson.
  8. 8:56I think I've been trying actively an opportunity in Hudson we've we've work we do a lot of Housing Authority couple rfps we looked at private sites Columbia County and more specifically in it um so real quickly I think this is challenging when you look at some of what's on the other side uh even for and so we've completed almost 50 I think like adaptive reuse projects some recent beautifully executed and similar in to cover here.
  9. 9:39so this is Mary D stone Massachusetts very recently completed um number of different state local and uh the 2022 affordable housing Finance like heavily comp you know competitive a lot of applicants annually and it of interest in delivering highest and design work and stuff that's very and so a lot of these classrooms took took cues from the original classrooms that bring back you know Chuck boards speak to what the school once was um it itself was this very small original bit of new construction addition to it accessibility standards and Enterprise requirements you find that in a lot of older older buildings tend to be a constructed to widths and sizes that uh you know J is interesting because some topography and so we'll be challenged good experience with the state um shipo on its behalf of the National Park applications the design and qualified so I have no doubt that we could do the jle uh.
  10. 11:13this other project is really cool think it's leasing its L units right now architecturally to it um it was built similar to the 80s constru addition to ' 80s and I think there was even a 9s this has become a really great calling Boston um $45 million adaptive reuse of of age restricted affordable housing uh space which was a community center that exhibition space community meeting space the really cavernous volumes inside of say like hey we can't turn this into 10 stay something that has significance to you know Cadre of stakeholders and not community center um it also works with volunteer organization that commemorates been a really beautiful project for us I after so like on the left hand ins side space prior to renovation and then some again like real attention to casement kind with you know meeting the standards conversion of the auditorium into this system um and then a beautifully residents can all enjoy really closely with a number of lgbtq the pride um who were very interested in space for their own constituency there up um very active during its tumultuous period in Boston's you know anti-gay violence and so like it was anybody ever wants to travel to Boston first in line to give a tour um.
  11. 13:23so with bit about J sure development concept for jle school um body of work that penus has done in
  12. 13:40country we looked at this as an Adaptive community space uh we commissioned worked with on those other two projects building they think we can get around 67 units out of this building and a community center space to be operated as the broader Community affordable units income which equates to a we vend income 38725 in a net rent of about developments are about more than just creating public benefits for the Recreation areas out with the anary building which could be purposed as a Cricut field Community Garden or other uses these are a few of the design Schaefer um you know we really took a potential it has for redevelopment and terms of maximizing the number of the feel like we need for this project to be full-time property staff on site to long-term operations of the building and connect the residential Community with community and then this is a closer view first floor um we have a mix of Studio units um 2,000 square ft of of EV space residential community and then we have onsite offices for management staff and then thinking about open space school um we see potential for uses such Outdoor Equipment outdoor fitness our Golden Hill project in Kingston a area yeah I would just say this is a Rockland County um and we're seeing communities the ability to attract bigger things uh and so this project begin with is delivering another five this so it'll deliver a hardened storm um so all new RI wrap storm Edge a ferry station that takes the the boat State dollars because it's a pro housing to create this really cool resource so Cricket fields and other stuff you know things that are coming along with some to attract the funding we know how to go here then proposed milestones for this project we're um application deadline and we've kind of necessary design entitlement and in order to get to that Milestone and submitted a term sheet to the board on 2025 um our ask here today is for a executed at the next Hudson school board to negotiate a purchase and sale would start the clock in terms of the period after um that period has started terms of engaging the state with a this is the development plan this is how pipeline to finance this project uh recognize is that disposition of school District vote in order to approve that it would probably be best to do that in 2025 um rezoning the property is in need variances we would want to commence that consultation there's a two-pronged shipo preservation process with um the shipo that involves a part one submission and then a part two submission in Q3 of shipo National Park Service approval and state historic tax credits into the get other soft uh competitive and the project including Federal Home Loan program funding which we have on our several other projects in our community funds it's another um bucket would be great for and then um you know credit application submission with HCR closing typically comes about nine the 9% application so that was a lot of talking broader discussion and any questions you very much we appreciate you guys coming enthusiasm for the property in this
  13. 19:44um hi I'm Thomas rinsky I'm the student mentioned that you guys are big on different things and I'm curious what see being like I don't know uh necessary they larger scale or like you guys have to be a very local thing and so when I shown the 2,000 foot which is like right side of this where the red like window thinking about could be that community local organization to want to tenant stem focused or recreational focused definitely be looking to do
  14. 20:38structures rely on nonprofit Valley is a great non for-profit to you know in connection with jobs and like the maintenance on some of the organization we know from Kingston who this that would be another organization but open to any ideas too how have you centers in spaces like this work in the beautiful and I also anticipate that there um we it's pretty regular that we with like dayc carees or other Ed like ground floor um they tend to go pretty that you know learn pretty well from I've seen it be very successful the of the year in Kingston includes a of it and adjacent to an 80 unit senior connection between those

  16. 22:09cool project in in Brooklyn and East New community benefit agreement with that you know in our project it manifested in didn't want to see retail entrepreneurs and so there was a discount to the like deep deer affordability like you know Street signage and that frankly I think like again the the idea have tremendously longlived success in the structure of affordable home for us are long lived and so if it if it community from day one these tend to be not it's not a topic we would shy away
  17. 22:58great so as you know may know uh this importance and significance many of us school uh in fact I'm sure many of the when it was still active themselves uh credits uh I assume that means you don't of the building and retain that it's active parts of town yes the the that here um it's one of the things that you I've been interested in with this ago um and so yes the idea would be you one and then B keeping all the sure and it looks like in you know in naming you know buildings like this as you know it's a building that's been amount of work there there's asbest in moving
  18. 24:06bit of a difference too like we from the like adaptive reuse right so like budgeting side given the Vintage of the it gez like a year and change ago before going to be a lot of that stuff you know Factory complex in Winston Salem 10 that would be something we're very well lot of selective investigation at the the biggest pieces of this chend to me and how to deliver units based off of to exist um and we've got a like demil projects that we showcased in here uh with our contractor so yeah

  28. 39:37including teachers staff members uh students that I that I that I catch uh Spotlight them so this um I'll be of took a pause based on some feedback start doing that Excellence tonight goes to the Junior for their ability to excel in their excellent School environment the junior school has had perfect attendance for January 2 24th I felt like this was a spotlight on excellence and I know award and are there any other um Junior please [Applause] attendance attendance matters so then Excellence to uh Mr here Mr badila is a teacher's aid he that he currently works with um he's supportive of the students in any way he school daily or also in the community so
  29. 41:38that he works with and I thought that it Excellence work so he's not here tonight excellent um award next we have have Mr Darren monitor this award goes in his duties and his dedication to however I have been on um committees um um our school district with the doing as well as other is very passionate about ensuring that relationships with our students and to help them to be successful so Mr Collins receive your Spotlight our next and once I'm done if everybody board um Can we'll just all try to get a if we can all right so just give me a calling the other Corel don't think Dr Coral is here but spotlight on that she has shown for um the students
  30. 43:29always has a great ideas she's different committees um she's team she's participating in the district districtwide committees and she's very know that she goes above and beyond she games um outside of the school day so it takes and have uh for our students we have Miss Christine flood an because I see she came to me and she says hey Dr program going on on the weekend which is such a great program our flying other students attend she said so I'm high school and speak to Mr Campbell so the morning but I've been in on the classroom I've seen her in her classroom passionate about building relationships helps with Student Success and I just flight tonight I'd like to recognize Mr Eric
  31. 45:24don't know if he's here but I do want to there's a few more Blue Hawk team tonight but they're doing an exceptional have built relationship with them they they're actually excelling in their um improved um all around in the blue hawk you to Mr Gregory and we have Miss Allison hagner
  32. 46:08teacher what what I've observed about her passion her ability to use data her hagner also is the one who always takes leadership team that she's been on with and lend her voice and her expertise to Improvement plan the Strategic plan so I respected by her peers at the elementary leadership in making sure that you know really doing a great job with supporting school so Mrs H we have Mr next is Mr Darnell Harris only our school monitor he works with Academy Mr Harris is one of those quiet resourceful the people that our students feel very relationships with our students and we how to play the piano so we actually piano but I also would like to say if
  33. 47:52watching tap into him because he's he um you know i' I'd like to recognize uh does every day for our students he also him to to take the students on trips or places I'm not sure if she's here but School several times this year but I tell you on Excellence because I have seen the learning but not only that if you ever transition in the classroom the way the do but her uses brainbase um brain-based strategies her classroom is very inviting and and and want to stay in there and so but I activity when the students are to maybe a group work or a Hands-On wanted to give her a spotlight on environment as well as the best
  34. 49:27in a long time in a classroom Miss noblin is not here but I Excellence for just really holding down Miss Brooks came um Miss noblin did an was wor just recognizing her for that and next we have Mr Larry practice hard for the the building leaders when student everyone knows we call Larry students he understands a lot of the us sometimes they'd rather speak to Mr how he's able to calm a situation but restorative practice job and he is you know he he is just um um definitely um every day that that so I do want to say thank uh give a [Applause] Excellence for all staff members for teachers because I definitely you're giving Kudos when it's necessary and
  35. 51:28are doing exceptional things so next will have um Spotlight on Excellence so called if you just come up and I'll do it I'll do it no I'll do it [Applause] addition uh to the spotlight on superintendent's report before I move award however they're back with us in a Kelly Clerk and I just want to say publicly I publicly thank you Kelly for everything um no one can do the job like you so I'm [Applause] you can see um just some of the um you know just around the district Academy flying classrooms those are just um weeks and and um now we'll have our give you an update um and to begin we to uh just give you a brief overview of
  36. 54:12Brisco couldn't be here tonight there's now so basically um the winter sports Brisco um he's fielded teams of the basketball and volleyball they have girls basketball the varsity teams boys volleyball basketball cheerleading say this year there's really a lot of that I have never seen played last year participants we've had this year modified level um also all of the improve every day some highlights of the bowling team they finished with a 12 to patro Conference Championship the made significant strides and they're six wins this year which with just a few basketball team currently holds a record Basketball team is at 13-3 with a chance season comes to a close the girls with very low numbers but the coaches
  37. 55:54that there was enough players to feeli continue to work hard and focus on we hosted um the league championship for ran smoothly and we got to showcase our if not the best pool in Columbia County hope to see success at the sectional soon begin preparing our athletes for season now we'll have an update from department okay good evening everyone usual thing presenting so we're just smoothly um we just want to say that of changes in Human Resources there's a this one piece that we worked on this current um statement that's on our job statement reads as the Hudson City educational opportunities including without regard to sex race color ation from those who contribute to our terms are really outdated in that
  38. 57:33imperative that we kind of come together we're moving along to modify the equal affirmative action employer the discriminate on the basis of age race orientation disability or marital status programs and activities which it offers title six of the Civil Rights Act of amendments of the 1972 Section 504 of Discrimination Act of 1975 and the New Encompass everything into it all as a everyone knows it's been some moving business official personnel however absence of that the human resources has been working really side by side to trying to get together and stay um I would like to definitely welcome Tracy department she's supporting us over have and now we're able to realign some instructional and administrative and dealing with non instructional trait
  39. 58:58we have some type of Direction there out soon with just a different kind of comp and things of that sort as we get now we can really kind of push things definitely cross trainining in the HR each other to everything so that we are we're also uh taking on a lot of that we can push down some information they can actually use the software to magnitude that we have paid for we can everything to the maximum so we're and the final bullet that's the most executive director of business and we have Kelly McDonald back so we've that the team is finally coming together a very positive and efficient way thank [Applause] you oh yeah I have notes they're in my
  40. 1:00:16computer good evening first of all in the teaching and extremely busy as you can all fast Bridge uh data collection because Benchmark assessment um that happened February and so what you have in front one is for reading the other one is for results so I didn't have enough space to and middle of the Year results so um the middle of the year but i' like to you can keep it in the back of your mind Fr front of you are the middle of the students tested in grades k through school is 39% in Reading which remain the same Administration in Reading there are no remains at 39% tier 2 at 28% and tier 3 31% in the fall and 32% in the winter 1%
  41. 1:01:53948 students that tested one and there was a drop in Tier 1 from students went from Tier 1 to tier two two in the fall we had 260 students or students or 34% of our students in tier tier two 57 dropped to tier three and 41
  42. 1:02:401 so that 41% going to tier one it's thing at tier three we had 259 students had 299 students or remained at three tier three 57 went to nine is also a good um reason to tier from tier three to tier middle of the Year results we also our computer-based testing simulations per the New York State education were no hiccups thank goodness um we had that we got from teachers was that students who um encounter difficulties calculator or something that they needed for the students in math um and to that thch which is a website where they can that would appear on a test like the familiarize themselves with the tools test.
  43. 1:04:28Some information regarding the purpose PD committees the literacy committee is literacy assessment which will um shed hopefully practices that we use in classrooms to 12 in the first meeting we found no was consistent and cohesive throughout K the literacy framework for the district get together as a team and we're going out specifically how reading and writing district the PD committee which compris align our PD with the district's keys to school Improvement and our DP so documents and the six Keys um will be plan for the district we are currently changes and we're doing that by sections time our teachers and building leaders provide embedded PD in various ways level content uh and content levels and monitor student.
  44. 1:06:20You have any questions I do have a using the tools um are they also allowed something that they're used to using in have to just use the tools they have to are providing that extra support and I every day and practicing with those so they have to use that what they're they're owed to have paper and pencil on to jot down some notes or work out a access to that tool and the teachers are and in their teaching as well to prepare students yes um do teachers receive fast Bridge testing yes okay and is that teachers or is there no incent like yes students so let's say for instance we of students that fall under tier three interventions more frequency and perhaps it's um it's there for those students it informs our decision-making process students and it also informs how our the the figures that I gave you for platform that we use and it gives us gives us by grade level teacher um you many different ways good question thank high school data is that going to be or I can and I I will um at the time school was not done with their testing data up there so I could present that at sure any other.
  45. 1:08:57One is um your core instruction that's should be okay proficient yes much so I wanted to make sure that the Departments so I have a brief update they've started meeting with department budget um next year's budget um besides with all the day-to-day in the district and um we're working school year um it's been challenging for full-time staff filling positions but to get the work and Reporting done in a hutter her last day with us is Friday Miss um rayome Cynthia rayome that will of experience as a business official so on board so prey oh it's really appreciate their leaving but Darren have come together they're MBK uh fep which is family and Community program and what they've done is they've great with the students and.
  46. 1:11:27It's one thing when a student talks to listening and so what happened was there out and was literally not coming to about that collaboration that we call it Fellowship he is back in student and he feels like he's part of a always make sure that as the kids are in storm we're they can come back be embraced and of them for that I scheduled meetings beautiful racket those of you who know racket Miss wonderful choir it's a community choir community and she also does some work at she's with the students well guess what collaboration with the music department that meeting so I scheduled.
  47. 1:13:06Also we are looking at the code of stakeholders who are participating to feedback we believe that a collaborative voes so please do participate and code of already sent the second set out so we're feedback we have an MBK student who is a gentleman he graduated in and I'm so proud of him we're so proud walked out and he is going to college so are watching congratulations Jared we going to have him back to have an MBK invited to nbk permitting there's a stand and delivery share they share a speech before their fun activity where where they'll bring Jared alert who graduated in.
  48. 1:14:5721st century active school program being Research Institute comes at least twice program and then they write a report from 2:30 until 6:30 p.m. so they go to as well as the high school so we're seeing the great things that we're doing students so you know we have the cartw need counseling after school hours and weekends so I happy to report one of our stud need counsel and they are doing well so offer this to our students in incredible mental health Team here in district guess what it's that time of school Improvement surveys so I've list from Cher of intz and Austin and them out everyone we are going to create truly want 100% participation all voices we need you so we're excited about that you for your attention thank thank you.
  49. 1:17:12Good e excuse me good evening pardon it may be a little horse so I apologize you briefly is about our records Grant and some other information for cyber records Grant the district was awarded a $70,000 and we utilize the funding to and the main purpose and focus of the longer need organize records that we do future so the project staff has been myself I'm the project coordinator and back the pro uh the Bose's Consultants training and to purge records and the point we will also come here and present so we've been working on that the next the computerized testing um there's a Dr Courtright Dr pressie the building and also the testing coordinators on the ready um there's the students who may make sure everything's charged uh and as went very well um and we look forward to testing and we also worked with the high there's a lot of that background stuff heard um as parents and community.
  50. 1:19:15Received guidance from New York State services for our students and our staff the whole district and there are some recommend that we do not use anymore actually shutting it off permanently on these links I'll just pull them up for one okay this is all the Google services students can use any of these we don't students can use any of these not a you okay and then these are the.
  51. 1:20:11services where that we are shutting that off yesterday the teachers still have resources here that they want the videos they could still use YouTube they or a Google um document and the students not that the students are doing without and our instructional technology coaches to help any teacher who needs assistance communication did go out and then lastly cyber security awareness we have done um we use the program no before the new starts tomorrow is called cyber nut it's um teachers will watch a two-minute and then they can and not only teachers they'll do training campaigns where they are not real but the the staff could if they see a real one they can report their knowledge of cyber security two we would look to to also do this for students so that there's cyber security start in the fall okay and that's all questions what does the cyber security similar to the fishing scam thing yes it students it just comes down a little bit student oriented thank you you're okay thank you thank you sh you're
  52. 1:22:22is by our um Transportation consultant Mirad everyone on the board uh gets a weekly been going on um I guess we'll start reviewed all the transportation backup on 2425 not updates on our contracts uh just runs uh and we will now get State valid before if you have a a contract or you have a contract and it's that that comes back to us so that was to dive into everything else but we had money every got here I noticed we didn't have uh bus first seven RightWay uh when I got here I think week I did the other one so we are in education the next one will be uh it's a student transportation software we have had this since 2023 we of Cheryl and it we now have passwords up and uh it's very important because about that besides efficiency kids are on what coming it's going to take a while child but once that's done it rolls over Excel when you register a student the the on the correct bus so it's really utilizing it um the two schools that I transportation directors uh Germantown traversa uh working with h Hudson City Department SD SED Pupil Transportation 365 back to contracts in put the contracts into a computerized sees it the board president will see it it and then the state will get it so it be so we're doing old school I'm only because I told them that pretty shared they go to Hawthorne Valley in the past from say Brazil Japan you you have to that before we are in contract checking contracts for approval checking each dollar amount on submitted district purchase order and match the approved contract number on the billing order that will match the most important the review reviewed and updated if you go so we'll probably set up some kind of update those uh again back to fiscal invoices main runs Sports trips field accountability and then and we're close realistic budget having said that other day I did two mckin ventos one's Durham you can't budget for those we homeless student and how far they're the point of I know what we're going to year before I checked three years opening as I mentioned runs since September we're getting no Aid that's a lot of money we're going to Transportation contracts with purchase updated requests for transportation to with Section schools Hawthorne by April 1st and it's the law if we get can go to those non-public Charter contracts those are the ones I was just to go through so an emergency contract do an intermunicipal contract with there that owns their own buses cost next step was just we need to get the for real um and it happen and we're good keep in touch with them and if it looks RFP uh till the end of June and we'll we so I I this could have been 20 Pages uh questions the um transportation runs you that Aid retroactive or do we just get going to do Mary de uh student pupil uh technically most likely approved because of an error then I I'm talking a couple that I'm looking at that I'm to drive up to S and allbody plead my bid it then yes we may be able to get good question and the transportation to explain a little more about how that and then there's nonpublic nonpublic so radius and uh we will bring students to Hawthorne monor but there's one other one um so we was was telling you about is at all website and the school are handing them there so it's a charter school private is is that common that like the district private school um it's it's the law 15 15 miles got it
