  1. 0:28e [… repeated text trimmed] e e with the pledge allegiance I pledge allegiance to of the stands Nation andice thank you Leslie when you're ready uh one second okay Mark toce Willette Jones here Calvin Lewis Here here thank you you I make a motion to accept the agenda as favor budget Workshop good evening uh Board of a draft uh enunciate the word draft with me tonight been assisting me during the absence of official uh to help to draft a budget she'll also budget our budget was created with the states that we create an inclusive many passions cultures and talents of community we commit to learning for our mission we embrace all students personal best as blue Hawks and Beyond I
  2. 12:06inclusive learning students and embracing all students and best as blue Hawks so our budget the are attempting to do that now with our also to help guide us on coming up with budget we have included the six Keys leadership capacity the instructional inclusive increasing monitoring and accountability and intervention in this draft maintained everything with The Gap so we a proposed tax levy increase of 2% which continued investments in classroom supports hey here our historical budget 2024 the budget included ARP Essa funds until now we have a budget over the past five years thank everyone um I'm Anita Murphy I'll do a before I start uh I am a retired region have clearly failed my entire life until I retired then I
  3. 14:22that I was a superintendent of schools I other than a couple of years that I commissioner um in the large city operations and instruction for a good who I am I am not a school business very long time because that's what start talking about the tax levy history with everybody here um if you look at at levied in taxes You' far um you you have and between in like it uh Dr Penman said money that's first time one time only of things including reoccurring costs time we do that we're not leaving we're um this now has a gap next budget Workshop you will not have a needs to discuss for example if this historically with the tax cap if you go
  4. 16:053.55% you generate about we talk about the Gap take that away if other thing is you know you're never tax cap uh but you're not you're also right now um and if it were your Gap discussion that the Board needs to have the cap or not but when we get to the that this is your tax impact with a 2% this budget uh due to what you have look um 2% 0% 2% we built 2% in um I'm that this year but we did it just so you now and this is your um estimated in of the hunt with everybody um if they you're not far off on the up or down doing a comparison of so here's the issue in your budget
  5. 17:32the draft revenues this literally budget and right now with the legislature we won't April 1st um and once we make some about what we want to do about the local and be able to do a lot more you're getting you know a small two% increase going up and down and you have for for example numbers look very flat all know that in a district things go up uh health insurance um contractual utilities costs things that drive the only getting 2% um from the state which if you're only getting 2% you're all in a deficit situation and so um we try expenses like we want to budg budget for so that we don't end up in a situation
  6. 19:09another um kind of but if you look at your projected state increase talking about using have more than 4% I don't think this given what uh Dr pennyman has done this been filling positions that she did not not making cuts to Personnel if we don't it and that should recover some money to spending freeze on a long time ago again the shock for next year in this year's kudos to her for doing that um but we're balance and $200,000 in your uh TRS or s for um again it's going to be up for the we're going to use $500,000 more in Less in sounds like a rational number right now knowing we don't know we don't know
  7. 20:58reasonable number and it keeps you above further um com controller says you're we don't know what's going to happen I mean the year after um Hudson has enrollment we all know what happened going to fund by actual enrollment they did two things in the governor's budget is the calculation of special ed costs poverty at the minimum the 2% minimum so um I um leadership capacity during 2009 10 adjustment was put in and districts hundreds of people in Syracuse City want to end up there we really want to for what's coming down the pipe I think it's going to be better obviously it's make sure that the board had a chance to moved ahead to what we can do about
  8. 22:34right button so this this is these are what I just said I mean your foundation $375,000 difference and you can see um um we won't know these actual numbers what you submit in October but your submit in your st3 in these exact numbers this is true every until after the legislature passes the things all over the place you're not so decides to give districts a whole bunch we know exactly after April 1st understanding that they're already thing that's a good thing for districts so here's the um right now support of $127,000 um instruction which includes $773,000 year's budget you are uh it was under board has had a discussion about that some of you about that um and so we want
  9. 24:15is going to cost so that we're not you're going to fill a hole um obviously health insurance goes up when it goes up benefits insurance retirement benefits fringe things then your debt service is going that you're you have less in debt uh you in debt and uh going to have to do something about get that back up you really want to have today so in the end um right now with any uh cuts at all um except for one filling a position it's a very small revenues are your Gap is looks like 1.3 it is manageable over the next few weeks Gap to be as the least that you can board to have an understanding of what
  10. 26:07potential down the road for the district say we need to cut this we need to cut and the folks Saron Hudson should be um have a pretty good idea based on the we would try um to fill this Gap uh we in fund balance here's what the number
  11. 26:45I really wanted the board to have a a um know the actual picture so the tax cap balance will be a discussion in in the I always suggest this um the tax cap think when we Cuts looks like the board can then in fund balance or whatever that number um uh Juliet and her team will make that that's up to the board to decide what but I think it's important for you all what's going on without any of those included. That's really it for the answer questions before Juliet finishes timelines um sure uh maybe that one the other one back one more y.
  12. 28:08This there are totals in the border at the about upk being available or not um I funded the the thing about upk is to um think that it is it isn't um some front end of upk so you have uh nobody's talking about cutting prek at cutting prek at the state. So the total $764,000 increase in state gr I understand that the center column included in the total the bottom of the grants okay but it's not included in the on the page is incorrect is incorrect incorrect sum on it more than what's in the presentation.
  13. 29:34Right I will um check the business official did these I will talk okay that would back to the state aid for a second so is we have a rate of 50% yep and it's yep. So if we're on Pace to do $5.6 up that's for sure that number will go that's exactly what I'm talking about what you reported in November okay.
  14. 30:17And is if in fact your transport a um if you also go up you are 100% show up in this those are federal funds does that show up in you don't you don't really important question it's a really um your general fund budget do the title funds and your idea funds of Grants are never going to be in these somebody has um roll off of a general fund we're a title fund or a a a grant fund that's going to happen with title funds right?
  15. 31:33I would suspect because the federal that what we can expect in the title know that title funds and Ida funds are even get those applications till May to fluctuations unless the current last year's budget for them which would is a great point for planning forward about not just a one-year plan but a want to do is hope for the best plan for worst. And I guess in terms of risks for programs that are being paid out of have to either they come back to the correct that's correct.
  16. 32:38I I'm a believer do it in one year and you certainly as a superintendent or a deputy my own personal opinion I'm very numbers extraordinarily is absolutely necessary in the general you back them out it helps you you're always maintaining a savings exceed the 4% but in bad times if budgets back in if you're old like me really important. You can't do that in two years but it really does make a those people that are in title funds and would have to go back to your general fund um.
  17. 33:44Just uh a question about the the um uh just clarifying so that's year's budget and rolling it over with and not a teacher position uh staff transportation to meet our actual effort to go back to um other items in think um we and then we know of course there are know impact um absolutely not.
  18. 34:48I'm hoping in the next there um but it it it's really going to that there's a talking about cutting um 1.7 is a big difference right it's a think it's it's easier to go back and right the error uh the mathematical error plus could make it even less sure sure. Let's let's hope that's true.
  19. 35:40Is there concern I know we've been budget um and based on the estimate that going like looks like it's likely to 5.6 is there a concern in this draft is not enough in here and that we need that we have real numbers because I have a transportation hole I would Moment yeah I I think that's underestimated right now um that are you know we don't know um but mean that's a sizable increase a sizable budget what you need um.
  20. 36:37Well just just what we spent last year 23 24 so the over but not looking at the actuals to as the process continues we need to make listen I think that's uh that's very and if if actual cost is yeah um then you really don't this is not a place to say uh well your contractual increases are you increases um you you actually don't know right now and and conservative stance on that take a very this is me um.
  21. 37:33Some people will roll those dice it's not a good idea. Anybody about the the tax cap much but I'll just personally comfortable with the 2% and don't always go up to the actual tax spending and their pocketbooks in mind.
  22. 38:10Anybody else on that I think it like here I think that like cutting staff versus rallying the cap my sense is the Community would of our kids uh it's something we will the next couple of weeks um. So thank you questions later too uh Julia here my pleasure.
  23. 39:02So the budget unknowns so the state aid 1st um out of District Bose's placement out of District placement that's an of the contracts but some other Contra well that's complete we just completed out we have some outstanding Grant we are with grants that's an unknown but have a grants you um. I think it's either we put it on time so what happens if our budget is proposed budget we School District can June or immediately adopt a contingency year.
  24. 40:09If a budget is defeated a second contingent budget under the law the tax increased from the prior year what does would need to reduce spending in the budget Gap. Additionally a contingent restriction on equipment purchase the community use of school facilities.
  25. 40:45The budget development have another budget Workshop April 1st for absentee balance office from budget Workshop another one from 6 to during the Board of Education meeting. April 21st is the deadline for be placed on the ballot which is 30 days vote. April 22nd renia Columbia green deadline line for the Board of Education and the budget documents are available registration day from 4: to 8:00 p.m. in 28 the property tax report card is due Education.
  26. 41:47April 30th the school board district clerk by 5:00 p.m. and then May budget at 6 and it's the last day to vote. May 20th the vote happens the election so we'll know all about that at June 17th is a Statewide budget revote July 1st 2025 we implement the 2025 26.

  28. 43:08hi hello I don't know you all but um my here at Hudson City School District I um just I just started recently La I um and my to be following such a weighty fun here the trail with my are our bikes so that's me I'm kind of girl to Regan bosies and he's going to talk a come back and I'll talk a little bit favorite topic right hungry so um I'll just give you a little
  29. 44:23Lisa said I'm Jeff Brad I'm the director program at cap region bosies this is our we uh when we started this is the cap region bosis when we started we have 36 school districts that we provide from um Tupper Lake in the adex all the everything in between we serve roughly our program is go grown um by Leaps and years ago we were here for those around about the food service program here and done here is above and beyond I mean I the top five programs we have in our 36 expound more on that as we get on later has done here has been miraculous and school food service and expose kids to get them excited about what we can do um
  30. 45:50I'll just you know kind of start out for school um lunch fund operates totally um the cafeteria or the sea fund within the school district we get our um meal cash sales because we get our F our also have to follow the USDA and are actually administered in S um you know there are times um that end up requiring um support from the District meaning that everybody in the affords us um some different and that gives us um um actually we're months um to um put back into the
  31. 47:09is last summer when we renovated and cafeteria it's made a huge difference in school how they perceive the program um there we go so this is um this slide participation year-over-year the breakfast average daily still a lot of work that we can do to know roughly you know our high months students get a breakfast meal whatever reason they may be at home they to class so that's something we're right you will see the you know in the participation
  32. 48:30we were under 60% in September um in September we're at um at you have a district where 70% of your um I always say just because food is right aren't going to eat it and there's well the lunch is free they'll eat it no to give kudos to Lisa and and the staff Inspire um the program to get kids to and so you know our high this month was you know over breakfast but when you go to lunch we month of October 22,000 meals and um so definitely um you know that you'll see that you know if we look they were pretty close and a little bit are definitely um on the upward here yeah and I'll just talk to you a
  33. 50:22because we started out when when I first Service directors and they told me that never go viral with a horrible post french fries on their Facebook page least twice a month through the Facebook that we had one of the most liked posts loves food right and who doesn't love a and see what their kids are eating and inspires the parents to make at home oh at home right so I also partnered with year and I went into the classroom and I yogurt so that was during I think it was but it was um during November during the Harvest of the yogurt from home in a in a very easy way recreate themselves from a gallon of great I think a great lesson to make things for yourself that are yourself and also fun and interesting we made three other recipes with the tziki and the the smoothies so that was fun and
  34. 52:33nox class and she is growing herbs in taking those herbs and adding them to the high school and we're highlighting we're trying to talk about you know how home so just I think this was just last we added fresh doing local menu items with our Harvest one local item and we showcase it personally yes we we buy New York state to do as hyper local as we can do so Community that's surrounding this trying as much as I can to meet local Cornell Cooperative Extension um program here that we're going to try to use a did corn and we actually roasted the get the husking loved it they thought it was cute and
  35. 54:08so we also did um apples of course Apple capital of the world right but we menu and we did a huge display and we from and we had tasting notes on each was going to taste like when they bit right we did kale and I knew this was I challenge but you know what I knew it kids said they were putting the kale that's one we're going to have to do that and then we just recently did sweet breakfast for lunch and we did sweet sticks and they love
  36. 55:13think has really helped contribute to got us a grab andg go cooler and that with meal kits with sandwiches with Sal salad recipes that we came up with we do flatbreads that we toast with diff we just try to keep it fun keep it different things out there and then we and sandwi which menu so that we don't but we always have the favorite which is salad and then we have come up with some we've been doing our that's our Falafel red onions to put on top because they're food right and then the fulla wrap we do hummus in there sometimes we put Ted
  37. 56:35we've also made our own signature Hudson different stuff in there sometimes we do chicken sometimes we do meatball parm stuff inside of a pizza the Falafel is kind of an example of we option every day so that people that have something that they can choose from as well but we are not a Halal certified just putting out food that's you know separate ovens separate coolers all of we are anything that we're not we are not necessarily A Halal item but we use sandwich but we do try to burgeoning taste buds so maybe they've here and maybe they don't even try it
  38. 58:03local beats on the salad bar so kids they're looking at them and then maybe next year when they go away to college don't know and they'll see beats I had these in high school let's try so we're just trying to open their minds haven't had before or maybe they have um another way that I'm trying to engage staff is by giving them kind of a
  39. 58:51Retired, you know, retired moms, grandmas that are that love to cook. So I want to in and I try to kind of and I don't know. So I come in and I say I had this State potatoes, I saw like a vision right the potatoes with a hammer rubber mallet that we could wrap in potatoes on the sheet pan and then put the cook here Hannah hotaling about that vision and she ran with it and she called New York Smash Potato nachos. So of chips not fried right, they're baked and unique.
  40. 1:00:03So this is their own Hudson's have gifted to you and I think that's the that was the have any questions though I can answer have ideas of foods that you'd like to ideas. I think this is a lovely elementary school served today but my saved some in a chip bag and brought it house. So I'm going to say that whatever successful he had scooted the meat into very squished but he was very no he was that's awesome.
  41. 1:00:56Yeah we love I love I school during lunch. I think that's what little little kids and hearing them talk first time is like I never knew how I saw that and felt that and that's probably everybody coming back every day much. Um I used to pack lunch every day times this year so you're doing uh for my kid.
  42. 1:01:38Well please everybody if you grandkids nieces nephews cousins whoever doing great things at breakfast we're day we're trying to get a lot of the doing a lot more Savory items for a we're cooking to order or cooking you inspire people come for breakfast that's for an increase and that will just help better food.
  43. 1:02:23I think it's just worth mentioning preceded you um the the school launch is financially uh the upgrades to the not from General funds or taxpayer list that it said uh there's a maximum reduced rate. If we don't spend that or that you carry over six months of fund we have like seven months or whatever State Ed notifying you that you um have to know what your plan is how are you there's never a that we have some for a rainy day.   44. 1:03:32Now we have the facilities presentation great job dinner. Um okay um good evening folks uh district Improvement recommendations an energy performance contract as well uh building and and grounds progress um some acknowledgements and some big project upgrades and timelines which has finally the energy performance contract work.
  45. 1:04:27Um so in the last 3 years we've uh so the the MCS gym there was a bunch of photos there on the right hand side was after. Um there was a bunch of PM work are the existing bleachers but we did a module seats were all upgraded that was the acoustic tiles on on the walls you the being able to sand the entire floor and things for the elementary 350,000.
  46. 1:05:20The there was another upgrade to gym uh we we we completely remodeled all existing from the original building 1970 uh we added wall pads which we of the high school gym uh shot clocks uh project that project was roughly about years we've done a bunch of flooring classrooms within both room was added to that and along with schools uh Athletics uh we've been able cages that was one in the high school both out on the softball and baseball outdoors uh equipment within the tremendous upgrade.
  47. 1:06:28Uh We've uh upgraded trucks off we we've upgraded some are are brand new um they're the poly within the district for 20 years uh floor machines uh things along that nature cameras cameras um have technology goes we have uh we started about with our last presentation with what we could afford at the time which additions some Replacements we're which is the 1.7 million will kind of to to to get it up to Snuff with with district.
  48. 1:07:30Um HVAC 97 Wing So 97 Wing um that did not have air conditioning um classrooms along with the big areas cafeteria and the Octagon room that sits the the district did go out for 1 but unfortunately with the material cost classrooms. So we we ended up just with phase two to continue with the rest add the cafeteria and the and the gym to million project. The cafeteria seating project that facilities kind of helped which was a bunch all the seating and with that uh electrical vehicle charging about make one twos and threes those are Level School our employees have one rate where uh MCS sidewalks we we we ended up that were not pre-existing one would the elementary the new small gym and around the kindergarten playground.
  49. 1:09:13Uh so facilities committee just you know a big thank you to a lot on the facilities committee is Dr and Kirsten uh Gustav Guston Guston okay know these folks are are on the me a lot uh obviously the principal is the athletic department and and really staff. You know our team is is really the ones that are out there every day on our department what it is today um stakeholders within the district uh Mr been for a long time he likes to say grade.
  50. 1:10:14Uh Mr Jason Schwarz who's a dunigan's office who has been through uh district uh and along with Christine couldn't make it tonight uh Justin will talk to you about the energy and Kieran Moran who um are going to be performance contract. We we sent out the and and Johnson Controls uh hopefully that okay. Without further Ado I'd like the existing building debt and moving bond.
  51. 1:11:08Thank you Tyler uh good evening of Donan Incorporated we're the helped with many of your previous uh financing of those um so I have a couple report uh from our office a hard copy of to see any additional details but we of the the key slides uh just for the about with this project from a financial have here is just an update on where budget stands both in the current year this is always a good starting point for what's coming on the horizon in terms of is anything rolling off uh you know minutes ago was mentioned really trying that helps you keep an even budget and consistent year to year instead of.
  52. 1:12:12Uh so when we look at this uh you see at prior projects you still uh have through there uh in the middle of the uh dropping off in 203 well but not as much so uh there's an look at that far right hand column local share of the piece of the the tax picking up for our Capital program and 2030 uh where we have an opportunity we have the needs uh and have a minimal residents by just kind of replacing projects uh so we look at that and again.
  53. 1:13:02that so you see that black line going current level is and then we have those us uh an opportunity to offset some of needs uh so what we started to look at terms of a possible project that we again on the left-and side they're just slides our existing debt and then uh 345,000 Capital project that we could do uh John will talk in a couple minutes of fits with that number uh but headings there would be the payback of to pass uh this may uh so we have some Aid back on that uh work that we do would receive building Aid back uh and from the state for any eligible cost so a decent amount of that Deb service and remaining local share when we uh put local share stays nice and flat in that highlighting is so we stay right at the budget therefore we don't need any replacing retiring debt with this can kind of see that uh here that as we this 8, 345,000 project uh that's being that we'll run through we' be able to taxes needed.
  54. 1:14:52so that is the very quick High standpoint is there any other questions turn it over to John to talk a little scope um so if we did decide we wanted in the future then that would affect the some tax dollars right there's for the you would be at the kind of at your further out there you see that you could anything else you were looking at you reserves to help pay for the local share increase yes okay thank you
  55. 1:15:48John good evening so um as Tyler Beck architecture and I think he may back here in to talk about some potential uh Capital at and that's when we got in touch with know a no tax impact project would be we're doing along with your 2021 at that to see if there was any that we want to try to get into this quickly some of the mind just can you people I I know sometimes there's volume thanks okay
  56. 1:16:32um so we start out at the MC small areas there's some deteriorated tennis courts uh the district had gotten do recoding and like a resurfacing and every recommendation was to basically subase because you could spend a lot of but to really do a good job uh you and start over so that's why the uh the 400,000 um the attic floor there's a few construction and other things where uh Florida should be for more for fire if you're walking through there in the big item but it was it was listed on the also uh 21 doors at the end of uh useful you go around the building so we uh we um also reshingling the 1997 Wing roofs shingles they're pretty much out of experience some leaking so it' be good more interior fire doors and hardware several fire doors that are uh uh not should be done.
  57. 1:17:57I know again that looks actually had someone go through and the they went through every opening and made be the building that are uh beyond their we're looking to do that three throughout the building uh selected so good uh the Tyler also requested that building you have one here but you don't school so that'd be great idea to get toilet rooms some of the toilet rooms older ones uh that that haven't been while um also a thg diesel and gasoline are aging out and then um Tyler the salt shed for some additional and they they need room uh some more storage
  58. 1:19:04um the next slide at the high sidewalk repairs uh there's an exterior in if you can see that photo there uh pretty much damaged the wall there and for a while it really needs to be the brick put back to to make it safe so exterior doors same as the uh MC Smith Carters at the high school there this a gets infilled with drywall or some other gymnasium acoustic panel Replacements are in pretty bad shape so we're looking original building some of the carpeting that that really needs to be done um pool excuse me swimming pool and um ceiling and lighting could use an in a previous project up to the pool but into the pool and uh the district some Decay there so we'd like to take um replacement of uh I'm sorry renovate building uh replace seating here in the up and sit down you hear a squeaking the doing a great job upkeeping these can't get parts or you're you start to you can
  59. 1:20:49restripe the gymnasium floor uh replace high school on the first and second was 20 21 folding partitions that are parts and it's making it difficult to classrooms and then uh here an exterior equipment and grounds equipment there's some of the some of the items you know into a courtyard somewhere where it's be in a building a separate building so projects at the school the construction to, um we've added an escalation cost of three but with the tariffs and things other countries we're uh we wanted to be that up to 5% just to be on the safe down um so the construction cost with 34400 and then the district has would be attorney's fees special um expenses on the district's end for dazzne and capitalized interest uh costs use that $65,000 is so that the district at a better rate and then the probably explain explain a lot better me The Upfront costs are covered in the used it's it's all dependent on where financials are at the time of Award of or not but it's good to have it in there brings a total cost up to
  60. 1:22:51Jason's office uh came up with for no these numbers are conservative because there's the ability to not spend all of know a little bit more in the project think we're in a pretty good shape for have any questions or comments
  61. 1:23:19uh I have a wild card question suggesting it's a frame of reference if wanted to rebuild the high school this High School
  62. 1:23:38back in the day they were $300 a square square foot now to do a building so yeah square foot that's a lot of money yeah S approvals I sincerely doubt they would and climate just frame of reference yeah absolutely I would love for you to do a but super expensive else okay thank you
  63. 1:24:17uh just to refer to what John said and condition survey which is generated do that every five years that that's in which was actually not John's um firm they generate this scope for us you know generate everything after that um the the scope and and some photos for you want to talk about the if you guys do continue to go along with little bit about the timeline so um in you would need to uh take a couple of
  64. 1:25:09is March 25th and the first thing you the Seeker the state en Environmental you've done it before this this work is any anything so it's pretty done first you can do the you can do the to a vote the same night but the Seeker that s requires so we would be looking think I'm not sure it's been shared with uh drafted The Seekers and the with the next board meeting they would forward with the project um and once you whatever meetings you need you would to talk about the projects vote date documents and specifications you could wouldn't see any real construction until anticipating with this amount of work it because it's it's hard to get that much we have the project budget there but to for a vote uh construction you summer of 2026.
  65. 1:26:38from the the actual plan is it something happens at the same time or it it can is just a a written document describes reviewed there's no adverse uh you just to accept that the same night do the resolution to go to a vote gotcha vote can there be any changes to the plan oh absolutely yeah you can change listed you can't you can't really add project plan but if there's similar or you can decide not to do some of the priority um we also typically in a you can see what each thing costs and contractors you can say yeah we changed instance the auditorium seating you know it's in or out so there'd be a lot of that's helpful um and this says March vote on this yes because it has to be 45 that's a legal requirement minimum 45 so it goes in the legal notice for the vote right as part of the propositions some but it sounds like this is 45 okay yes thank you all right you're welcome the next meeting that these like these them sent other board updates just so we have more yeah to meet and I told Leslie and Dr pen week and have another facilities meeting the folks that traveled far will just be of the recommendations that we're next piece is the energy performance um will talk about here the energy performance contract is not able to go within the bond or the they can pick it up okay.
  66. 1:29:27all right uh hello everyone good evening director of project delivery for energia Kieran from Johnson Controls I'll let but we're here tonight to talk to you opportunity that we've been working on that entails again I'll introduce more of the specifics as far as the well uh definitely if there's any stop any of us at at any with a quick introduction to who we are I'll say we are a uh Energy Engineering in working with school districts uh on through this energy performance contract about that in a moment but we've done Island uh and so the large majority of schools uh and really we serve as a I'll as from a consultantcy uh perspective sure that it's in the district's best engineer of record and so we would be plans and specifications submitting involved in that whole process.
  67. 1:31:01so to explain a little bit about for anybody that may not be familiar um I could describe it is that it is a a construction project but the key are laser focused on driving Energy buildings generate Energy savings of course by increase Energy Efficiency it drives budget and then with those savings funding source for the project itself um a construction project it is almost a districts can leverage because it lets Energy savings as the funding source for note with that one is that the Energy after the project there's a process we go out and measure and verify that to you actually came to fruition and if that difference um again that's really Energy savings as the funding source for savings and be left on the hook for that also fixed price there's no change the Energy savings being the funding it's it's a nice way to uh as Tyler ongoing activities or or efforts towards value of those dollars by you know doing project with the community support and wouldn't fit into a project like that at self-funding energy focused initiative here will get into some of the scope of we targeted as part of the energy identified in your building condition were going on around a potential Capital this graphic here I won't spend too much a a nice picture maybe a simplistic contract Works um ultimately you could the district's current energy budget um that's what you will ultimately be course with some uh unfortunate utility inevitable um and so with the project again we're able to Target energy energy budget resulting in that new then with the difference between your new energy budget will be that of course those Energy savings will go towards The and then additional uh or I should say back to the district really in the form a couple of of reasons why these school districts in most cases and in Energy savings have to cover the if there's any excess savings uh if of that comes back to you as kind of the other point to make uh and I'll slide these projects are also eligible Capital project where you would get energy performance contract you also get covering the cost of the upgrades a lot monies that again comes back to you um there is showing after the program or after The Debt Service payments have in place they continue to help Drive energy efficient equipment that will longer have any Debt Service payment and more maybe think of it like cost would be if you hadn't made those energy improvements um so with that maybe just questions on performance Contracting itself.
  68. 1:35:51Perfect all right now to touch on some I pass it over here uh really the first what's shown on the screen here energy what I'll what I'll call an energy your utility bills we looked at some of of your Capital plans and came back to like a potential energy performance from an energy savings potential but but ability of the project that ultimately of an RFP um we issued that to various different performance Contracting and so multiple vendors came in and did the facilities to identify the upgrades and so we did receive four proposals in listed here amarco Energy Systems group Controls after that point uh energia did proposals we conducted interviews with District stakeholders and ultimately we wanted to attend to kind of up update next steps again introduce johnon scope and financials of the project um project um we would have a couple of approval of at the next board meeting on resolution to appoint Johnson ultimately there's no contract execution or resolution will allow them to move comprehensive energy audit um and so where now we're able to work closely finalize the scope of work that they
  69. 1:38:01Proposed, uh, was certainly their best good fit for the district. Now we have work and really create the project that, um, and so that'll be that next step. It's still ultimately after that auditing, uh, seeking approval of the contract other two resolution.
  70. 1:38:31Again, similar to the capital, have no environmental impact. And so it's resolution. The reason why we are seeking energy performance contract, or really on state aid reimbursement, is actually 10% is. And the reason for that is when you added bonus, uh, for doing so, so on an voter approval that's required, um, but if state aid ratio is 10% less than what this case we're suggesting given the considering a, uh, vote on a capital would certainly support you in going out contract as well.
  71. 1:39:28Really with the only additional 10% of 10% of state aid from resolution would be tied directly to, uh, resolution as well. Again, up for your on these projects, but again it is a a if you would like to do so.
  72. 1:39:58I'm going to Moran from John's controls, they'll get the scope and financials to do with the project. Other than it's being voted on, would look to complement the capital energy project, but they are two separate feasible. One could pass, one could fail agenda, correct. It would be two separate propositions is is what most districts.
  73. 1:40:47Sure. Hi, good evening everyone. I'm John, here with, uh, my colleague Kieran, the opportunity, um, to meet you all and go through a few of the highlights from response. So got, I'm, I'm, uh, John, and this two accountings for Johnson Controls. We of construction management, Energy verification, uh, to bring bring an energy to finish.
  74. 1:41:36And so we've had the opportunity Justin had pulled together an sort of what we've Solutions comprehensive energy audit. We can really the the district need, the district's, uh, uh, that everyone sees fit. So during our time on site was that really, um, really here in the in the Junior heating system in need of replacement, um, original to the to the original building, um.
  75. 1:42:33So in order to replace a boiler room intensive type of project, and so with try to figure out a way how we can fund improvements, um, seeking Energy savings. Was you also have out back of your Mount solar of years now, but there's a unique that existing asset. That that asset is party, um, under what's known as a PPA. That PPA agreement that you have, uh, buy that using the energy performance would, um, to pay the third party lease that that also provides funding back into the to help fund needed, such as your agent heting system.
  76. 1:43:54Are various other improvements that we as domestic out water heater, um, some rooftop a rooftop replacement. District has LED lights, but not all of the remaining, um, Lighting in the lights, and there is also an opportunity at the elementary school.
  77. 1:44:24All right, we thought we'd give you haven't seen enough tonight, um. This is an $8 million project. Ironically, it's project that you that you saw tonight. They have to pay for themselves in an are just under the 18 years, as you can positive cash flow, which I'll show you the district that, um, the Energy savings back to the school through this project little different than a bond project in to the school over the next 15 years, uh, about just over from Johnson Controls contractually.
  78. 1:45:16So Johnson Controls has to write you what hold to that $400,000. So unique, um, in and then obviously qualifies for your you're going to hopefully elect to do a 10% on your Aid, uh, rebates. Obviously a is rebatable through your utilities and district directly. So unique and that we have to guarantee not coming from us and they're coming department requires the Esco to change the rebate program, make it less Controls is on the hook for that balance.
  79. 1:46:14Education department, we have some also flow back to the school district a coming back, and then a National Grid other streams outside of the Energy benefit this job and make it attractive that what I do. Great.
  80. 1:46:49Your, um, the opportunity that exists, um, that that is a current asset, uh, on the this, um, this slide here. Payment amount, um, looks like and what year eight of that agreement, but as you worth roughly $4.5 million, and it's been buyout clause in that agreement. Uh, we'd a heavily discounted purchase price of heavily discounted buyout Clause, um, and 130 in 2026.
  81. 1:47:48Making currently on that lease, so that going forward, and there there are plenty you would then receive 100% of the producing. And so being able to kind of allow you to put more funding back into done and by other work. Um, here's a here at the Junior Senior High School. Do a full gut renovation replacement of heating system, um, that, uh, some of the opportunity to convert that system into system.
  82. 1:48:40I mentioned some potential for evaluated some newer sections of roof at into the comprehensive energy audit, um. We will go into structural analysis, um, to to make sure that that, um, these to to expand upon the solar system. And then in an interest of time for you, um, our response to the bid was 3 through that. These are all the other identified over the next 2 months when audit. We will fine-tune these, maybe add some of the, um, the bond scope items that include as we analyze this.
  83. 1:49:34But these do $150,000 in and annual energy saving. So project yet had another slide of numbers in terms of a cash flow. We we tried to tax exempt lease payment of just under which Bernie Dagan's office will help those funds when when the time is four and a half 4.25% interest rate by the time you go to borrow this money, um.
  84. 1:50:18You can see that we have a 58.5% nice at 294 solar PPA buyout, and you can see that first year at the bottom the net is year one, um. And then when you look at it 18-year term, you can see that at the flow back by doing all of these consumption. Okay.
  85. 1:50:55We were here for our our our study and programs running districtwide, and so we trying to implement at some of our other. We like to teach the kids about Energy that's the K through three level. So we, we'd love to offer that as part of this doing and the environment. And so we we stem plus boxes, so you might be doing a anyway, kudos to slide.
  86. 1:51:32So, um, thanks Karen, a lot of dates Capital project that we'd really look to get us to construction, and one is just energy audit which which, um, Justin once, um, the board selects Johnson Contractor, then we can get started on after a few months of doing that.
  87. 1:52:08and costing we bring back a formal board to approve um here we have it um goes through n set design um and would look to get started on which I believe complements the the was around the same timeline um so place in those timelines um look to work that's all we have thank you thanks for so I'm going to try and after you can me uh I'm going to try and explain this understand it but you're going to take energy and out of that same pool of us to be more efficient with our energy we get Mone money back from the state so contract outside of what far correct um by by state law the the Energy savings correct okay and just vote I thought a second ago and this point we had talked about that like what I'm seeing here they'd be on the day okay so in this project timeline we timeline it's all on the same understanding of the timeline that like like board approval of putting this on yes happening in May yes yep but the in April even though it's not voted on question y your regular school board prop or your tonight um number two would be the bond the third prop which is a separate prop for the 10% extra which would bring us the the three props on vote day um to asking for today is the or next board continue which is no cost no obligation and come in and just do a deeper audit signed possibly in the ballot this one has to be acted by we choose to put it on the ballot do like putting the the buggy before the then the resolution and it's the same EPC but just to reiterate approving the self-funded that's correct currently basis for our national grid and we would happen that that number is going to drop putting in more energy efficient things pay the debt of the bond that you take had a 100 questions a great program um yeah I think I think and like Amanda voiced is that it's a this and to be told we only have two not we want to do it or give input on together so I'm not pointing fingers or it's a lot y it I mean it's been a a turnover in the business department um have my eighth boss in 3 years next next of things but um you know I've been the capital stuff done so that you know of course of course I'm happy to see too you know regarding the PPA I I guess when this table ends do we own the solar we take the EPC and you take that bond you buy out what we currently have out put it in um and then that that allows which we are making right now right but don't do anything with this what happens making the payment okay um and we after agreement is uh actually with it it's the solar providers changing but end of that term you would ultimately believe up to three uh fiveyear terms um technically would still own the system but you can extend it and the only thing to pay them for that system um in this through okay you know the foreseeable production at this point is are these original more if you want but we have uh kind of values were being guaranteed to you by utility bills which we do have um so I there is more due diligence that we're well um and just to go back to the the understanding that there's only a couple wanted to go out for the voter really uh the whole purpose is for us to proposition language that we actually your bond Council may be reviewing it does allow for flexibility and did put a not to exceed value um just so this is the the max volume of a project would be expecting that 10% to uh equate flexibility to change anything within what this next CA audit phase is all about when when you say there's another corre which which what number is that I that forgive me going through your um you could see yeah so the the niad um so that's based on the 68.5% so about 10% more than 350 or year I would note which uh State AIDS over the 15 years a little bit a little greater all right thank you very much yes thank you

  96. 2:15:03[Applause] to Tony you talk about a person who is have in central office Tony can always having rough days and he'll always have something out they'll make it a point to you and those are the things that matter his everyday um position of working with Etc however when I see a great attitude thank you and those are all the spotlight on staff and faculty whose names were call take a picture by the trash can so you board man sh o oh I'm sorry so here's just uh some uh about I've done so what I do is when there's building with their class whatever and I so I did some of that last week um I workshops I also joined in New Y Council then I attended the small City school Albany on a Sunday and then I visited grade third grade fourth grade and Mr yesterday the newsletter is now newsletter some reminders kindergarten to 3 p.m. at the elementary school pre and spring Sports registration is now um open and now I will have the department Rabinowitz from instructional technology thank you Dr Penman good about cyber uh nut which is our cyber to provide an update um and for those program that we used to use called No two phases one was the phase where all and then they were able to participate that and that ended on March 5th then on training and what the training involves and so that's been going on and just to what's happening and we just rolled it already had um 130% of links clicked on people thought maybe were real and everybody's muscle so that they really not a getcha you know mean we could see data uh but again it's just helping a gaming atmosphere like people get on me like oh I'm number one or I'm number in that but it really does a lot for itself there's a blue squirrel and then report real fishing emails which they do they're using um and we're very excited couple of days that we've been using it superintendent's conference day put my department was very involved we provided technology setup we also we had Austin technicians they worked with the AIDS reporting which many staff's members are Distributing Chromebooks helping them went very well um we were glad they can the IT department was heavily involved afternoon training for um how to use the AV techsavvy but there's always so much equipment that was purchased through a well as the library media Specialists training of how to set it up from Soup and instructional training so that took we'll have them back so we're excited addition to to technology I'm involved colleagues and one of the things I'm Zucker is our Wellness committee and a students we have teachers we have service director um and all outside agencies we meet monthly and we can improve Wellness for students how events that we recently recently sorry Wellness Challenge and the Hudson to show you was a six week event and it focused was sleep three was movement four was gratitude so many of our staff.
  97. 2:22:18and then what they would do is they ipated this week and so forth and then Blue Shield one of our insurance for them and tickets to a game so we're thankful to Blue Shield um another and which was on Friday which some of have heard this it's called staff recess teachers secretaries administrators anyone who was interested had choices we had our uh staff facilitate those just to give you an idea of some of the and we also had a couple of outside mystery game tournament gaming boxing in a classroom where they can work on Clinic trivia relax and read in the making acrylic picture frames felting nutrition nuggets and we thought as a information we've spoken to staff we've something to boost the morale you know really a stress reduction and a fun way colleagues some of the feedback that we the idea of sta recess I learned healthy spend spending time with colleagues in a staff recess back recess was effective builds a collegial atmosphere this is wellness recess session was a great way often we had a fun time very effective and I want to thank Dr penan and the because this was really very exciting the staff I also want to thank the into it and all the facilit who the next slide is just some photos just that's the felting class in the middle the walking class then the corner we had healthy nuggets and then the last thing so and these these are just the sing of Facebook but again we were very thankful had would you have any other questions I'll pass it to my

  103. 2:33:18certain things let's say a child is disregulated and the TA who's there will use it's better to have the TA there and piece also I wanted to give you an I did hear from Harvard they I have to from Yale also and so April looks good I pen and so I'm waiting dates that I sent out but we're going to 30 students students from the 21st program we understand that many of our picked colleges gotten opportunity to go to an Ivy League decide to go to graduate school they choices so uh because students asked we're making it happen for the kids going to of course come from grant will be covered through Grant dollars as
  104. 2:35:14wonderful bullet points we're going to Arch Institute on Thursday they're going to observe our 21st century programs at Smith Hudson Junior High and the high long time they're like here from 2:30 to and they look at everything and they write a comprehensive report so collaboration uh one last thing and then seat all of the games are ready I'm just two Recreation rooms that we have for high school I'm really excited about
  105. 2:36:10I'm working on that so that sports will be part of the after school Recreation rooms afterwards they go to them there and it's a wonderful a delay because I am partnering with one of our but we always extend Grace so we so I just want to say to each and every it's a lot of work that we do we do it and thank you for walking this journey the needs of our kids because truly can uh one last plug the vote is is our wonderful Panorama survey it's 100% participation from families voices so you're going to hear a little designate time during the school day for their surveys so that we can get hear from our community your voices before we would not have recorded the 12 so it means something and you know information about that soon as well it's ni said so I'm excited about the work thank thank you.
  106. 2:38:37Good evening board huh long night um I promise I'll be teaching and learning is the most because it's all about the students and but don't I don't take it personally I is for the benefit of our students and that we've had um today because it it greater things in the future with our um these are the happenings in the we had a very successful March 7th colleague here miss Rabinowitz mentioned simultaneously in each of the 96 feedback forms from staff and faculty results of that and sending it out to I'll have a report for them as I did for appreciate that that's something that of the um the feedback that we've heard the fact that we allotted some time mandated reporter child abuse training works with students with children needs done and so allowing some time during important for a lot of our faculty around that day it was they just kept you and everyone was engaged in the technology department because they did Chromebooks for everybody all the AIDS involved in um taking this um important closed my door and had to do the and so we saw a lot of progress being um on Friday I had the honor of um Music Festival here in the auditorium it machine that was I mean from one um to the musicians our student musicians there on the stage um performing and so evening that night um everyone was very Auditorium um because as you know the districts from around the area not just as well so that we're very thankful for getting the summer Scholars Program on saying this publicly um because I know a Channel and um the M the streaming of to you know come join us it's going to our students so we're really looking desire to be a part of it and um I'll about the program to answer any we are um looking for K8 teachers in ela math um as far as plc's are concerned elementary school and on the at the done a great job getting our plc's high High School um we're talking about progress and that's what matters um meaning we take a whole bunch of data we do how can we um make this better for ongoing and the plc's I want to um also facilitate some of our plc's at the them um except one I'll be making that going really great and I appreciate all is a new Initiative for us but they have great job um embracing it it's really a our district um I was also involved um about the other one later so um I'm also for next year that's a lot of work it of um serving the um principles as to money uh the Essa grant money Title One five and um so we talk about about what today you know this year um what not working those those are ongoing don't know how much money we're going to possible to make sure that we use the a in a very thoughtful manner um teachers and teaching assistants the seriously so whatever we can do through um so now um the topic of the week this attention last week um I was involved in new designation for our Junior High I'm going to invite Mr beay to come up little bit about the um communication about and um what he's done to inform constituents.
  107. 2:46:09Hi good evening everyone um we were involved in a weinar webinar informational meeting going over the uh many other schools were involved in we held a staff check-in where Dr this new information in regards to the wrote a letter and sent it home uh updating this updating them of this new entailed H our next steps um I also then was who were unable to attend Monday process will be to form a team that will plan we did have a team last year so we also will be reaching out to any teachers who would like to be a part of becomes goes more in depth I will be families and keep everyone updated as board thank you thank you thank you Mr.
  108. 2:47:33Is a TSI school um a TSI school is a targeted support and low performance of one of its are the PowerPoint slide um in our case it that we received that we have been the lack of performance of our Hispanic that um as you know the TSI and then it goes to the if we don't show next level um we don't want that of remove our both our elementary school list and the TSI identified as a TSI a school is level a level one on a combination of put out one of them is attendance performance so grade academic average um and student growth so one of sure that we have the proper tools fairing on um Ela are tested in um that have high stake little bit of a preview of what we're investing um on a good tool that will fairing in um Mastery of our of the next right now has been identified um by the currently looking into training for our administrators so that we can prepare when we have it um going on and that's conversations have been happening for um back in July I was introduced to um presentation by the NWA map people and conversations about school as Mr beay said there has to be a representative of classroom also could be the school leadership team administrators and other staff members um the first task that we learned about that we're going to have to have A needs of surveys that we um roll out to the students we interview staff members um what's not working then after the needs key priority areas that we want to focus responsible to have an action plan put saap that adjust so some of the things that are need to go more in depth and do um Hispanic population because that's the identified um once we are done with that.
