There was an initial secret resolution that was done that declared the lead agency and classified the project that went over to the county planning. Okay. But why are we doing this again? I'm very you because this is an this is deemed an action under the state environment quality review act. So because it's considered an action, you have to go through and determine whether there's going to be any impact to the environment um based on what is being proposed to be changed at all. But we're not changing changing anything in the code. We are clarifying what was meant by the language in the code
  6. 8:30relating to you know it cannot change from the trans status and there is clarifying language that in the event board cannot data uh here is data from both that came from Russo uh from 2015 of their activity which was what I understood was the most recent information. Um, so it's not actually changing what the law was in terms of every action, every amendment to a law, a local law is subject to secret classification and secret review. So the original law was type one action and extensive secret review. Um, you're changing the council's proposed law changes will add certain requirements to it which address the truckloads that are going to be allowed to and from the docks.   7. 9:44Yep. So the regulation declare the resolution declares that the city of Hudson um is the agency for the purposes of safer review. There are no other agencies or entities that are required um or that that are permitted to um provide any permits um for this um amendment to law. The law was as council member Morris mentioned uh referred under GL239F to the county planning board. county board uh the county planning board um did issue its um recommendations. The only recommendation or suggestion that it had was that the basis for the the numbers in the um amendment be clarified. Um it has since been clarified that the numbers come from a
  8. 10:462020 truck study um that was performed uh by Frey Manning regarding dock operations using 2015 data. Um the law itself was characterized the amendment itself is characterized as unlisted action and um as it will actually um it the number uh the the amendment actually reduces what is currently um permitted for the whole room um or I should say the whole room but for the dock operations um for operations leaving the dock that um it would have uh it would not have a significant impact on. So a negative declaration is issu is proposed in this resolution. Introduction second person

The baseline data incorporated into the law is based on traffic study um on a traffic study of commercial traffic um at a point in time close to the adoption of the lo of local law five of 2011.   12. 15:10So although uh I definitely agree that we have to reduce the amount of trips and a lot of things on the local law uh proposed that are good. Um there is some lack of information um primarily of where this came from. It was not discussed in the legal committee. Um I don't like how um we took this last minute and there was more information from the attorney and advice. Um and considering the city's financial position, I feel I would like to abstain until more comes Lisa for the items that Vicki just mentioned. I'm voting though. No.

Uh I would also like to, you know, revitalize the the waterfront um and give it back to the people, but we also have to preserve um you know, the financial health of the city at the same time. So, for those reasons stated, uh so we'll be voting no. Yeah. Uh I'm here with Vicki Ronnie and Gary. This came out last minute and uh and we need to talk about this law. It's not totally clear and um I need to understand more on this and I vote not following is defeated.
