  11. 11:42file 105. So, I want to thank um anyone who brought this resolution in front of me. Anyway, it allowed me to educate myself on um one trying to get a hold of your representative. Uh but exactly what what it means and what what options there is. And um you know what one I want to thank assembly member Barrett for getting back to me and giving me information and and finally the Tom Holler giving me information and uh you know there is some definitely some seriously issues that are going on but from my understanding is that unfortunately you know
  12. 12:46they didn't know much about this resolution until I spoke about it obviously unless they were just being koi um but it brought it to their attention brought to my attention. And I think now it allows other people to look into what exactly is going on with the bonds, not just Israel bonds, but other bonds and and how important it is to pay attention. And um and uh you know, every time that we have these things in front of us, it allows us to take a a better look because we see things on TV. We get desensitized. We watch movies. We get desensitized to what really is going on. And uh even if this is only a statement that might not go anywhere, at least it's people standing up for something and educating those who need to be educated.
  13. 13:51Um so I want to thank um everyone who brought this to least to my attention to look into it and to wake up to what is around and what exactly going on on the state level and I will be paying attention.   14. 14:55ensure that our money is not being invested into a genocidal um you know regime. So thanks again for all those who work to uh put this in front of us. And uh I [Music] >> sorry man [Music] President >> I car [Music] resolution um designates our fair housing officer I have a question about this I raised it last D you might answer this so I went back and I was looking at uh the charter the code. And so there's a reference in the charter that no person shall at the same time hold more than one of the offices created or authorized by this charter excepting the holding of the
  15. 15:57office of commissioner of deeds or superintendent of cemeteries shall not sw by any person holding any other office here under. And then there is language defining the fair housing office established by city of Hudson etc. which is what this what this position is uh under the supervision with the mayor. So I guess my confusion is um is participation in the planning board an office or not? I think that's really the question because if if being on the planning board is holding an office established by the charter code then seems that the same person those two boxes. So I guess my question is is being on the chart planning board holding out but I don't know I don't know the answer. I think as the way the charter speaks no right but I think the intent because it's not the it's not identified
  16. 17:02as a commissioner even though the bare housing does get a a sip and I think if it was identified in the charter as one of those positions then yes so I think either do we feel we need to add it to the charter as the other positions are um you know to make it you know uh consistent um you know with the other positions that are labeled there commissioners all the other ones are are there so I think that when this was put into play for the city there wasn't a step a next step to put it at in into the charter as one of those positions so I think as it reads now it it's not a conflict or you And but I think the the intent of the charter language positions like that are are put into um you know have one or the other not both right either you are appointed or but not both those positions um you know or board or you know so I think that's a
  17. 18:07conversation we probably should have that if we should add that on to the charter. So, so I guess I guess u being say commissioner abuse and also fair housing like that would potentially be a right because those are clearly hypothesis >> but I think the question I'm asking is it's not clear that hang I had started this conversation >> I had started this Dominic works with fair housing officer so the the reason I'm I'm thinking about it is that just involuntary forward um is not necessarily building. I know that it says that not more than one-third of the members of the planning board can hold another public office in the city of Hudson, but I would have to

But then the then the rest of the math doesn't add up. So if you're taking 30,000 firm sewage treatment and giving 5,000 to sewage administration and 20,000 sanitary seers, do you have any time here? Um, I I do not, but what I would recommend is that the council make a motion to modify the initial number down to 25 to match what Rob requested. And if he needs the other five somewhere else, he can deal with it next month. We take 30.

  23. 25:03the screen. >> Okay. Appreciate that. Um so, basically, we created a capital fund and we also issued a bond uh to do two different things. One was to do that new uh sewer main and connection on the 400 block of Union Street and also insulation of bar screens of the sewer plant. Uh those numbers were both based on estimates at the time obviously. Um the cost for both projects did come in ahead of budget. So what Rob is proposing here is that um okay so let me take a step back because I think this is where Tom was going. Um there is there is a new revenue stream in the sewer fund which is the sale of sewer bank credits and I can try and explain that in more detail if you want to know what that is but basically it's um when a developer wants to build something they basically buy uh credits to use against their building into the sewer system.
  24. 26:05um because there was a significant backlog of those apparently according to Rob um the amount of revenue that we had estimated for 2025 for that particular revenue source was only $25,000. So what he is proposing is we increase it by $125,000 which will give us the revenue to offset the additional expenses that were incurred for those two capital programs. So that's why you're seeing the revenue going up and and we're already at we're already at that number I think. So I don't think it's unreasonable. And um and the reason why you're seeing the offset in the the sewer fund is a transfer to capital projects because that way the general I'm sorry the G fund the sewer fund balances and then that money will be in fact moved to the appropriate capital fund so the cash is there for them to be able to complete the project. Did do you made do you know who made the decor who decided that it would be the housing justice director and not the commissioner of public works? probably because the current commission of public works I don't think has the same interest. Is is the city, if you if you know, still committed to leasing the property and adaptive reuse as it was the first time around? as I recall from the RFP that would be preferred but it's it doesn't seem to be what many one of the reasons the first the group that won the first round the first time they had agreed to a lease but agreeing to a lease made very hard for them to find financing so it may end up having to be a sale that a sale is still an option either
