  1. 0:33a little bit quiet. I'm ready when you are >> Dominic. Okay. This is the November 20th uh meeting for the 18A meeting. Um, can I get a roll for vote, please? >> Yep. Board member Johnson, >> present. >> Board member Joiner, >> present. >> Board member Morris is not present. I'm going to double check if she's online. I don't see her. Uh, board member Smith. >> And board member Morante here. And for the record, Chris, our attorney's uh uh in the room. >> Hi. >> Okay. Um minutes, did everyone get chance to read the minutes from I believe the special meeting, right? Special. Yeah.
  2. 1:36>> So, can I get a motion to accept the minutes? >> I'll make that motion, sir. >> Can I get a second? Mississippi. All >> in favor? >> I. >> Thank you. >> Great. I can take over. So, the first thing um the RFI kind of document we've been working on. Um basically, first question is did we have any issues or any sort of questions about how things are put in that RFI document? and um other things that are not fully um fleshed out there is a timeline. So those are kind of the big things. So first does anyone have any questions or concerns about you know how the information's presented? >> No, I love that. >> Yeah. >> Well done. >> And Michelle deserve most of the credit there. >> Thank you, Michelle. >> Yeah. Um, I will note that I added back some additional very probably many properties that were not part of what was appraised last time, but do appear to be on your um, assessment role as
  3. 2:41belonging to the HCDPA. So, I'm not sure what the status of this property is, but we're going to identify those and, you know, whoever's interested in it is going to have to do their own file review because I, you know, I don't have any recordings and I don't think you were able to find. Yeah, just kind of what you said and right. Yeah, basically some of those addresses, not all of them, this isn't thorough research, but if you look on Google Maps, say some of them show as previously listed addresses that we have already listed. So, some of them may just be kind of strange duplicates in that sense. >> They could be >> um but I don't fully understand it. But like Chris said, you know, if they're on assessment roles, we're putting out a request for information. We can benefit from anything. Oh, Michelle, did you have a >> So, it would be good to maybe you guys and and the assessor could meet and go over her role and try to identify what the what you know what the genesis of that was on her in her records and then
  4. 3:44maybe we can conform that if those are just random things that are showing up on a role that aren't really there anymore. You know, it's it's the kind of thing that sometimes if a lot was acquired a long time ago as part of a bigger project, maybe there's a little strip of something left that isn't really a lot. It's a strip of something, right? So, we should just identify what that is and figure out what I mean, if it's something that's part of a maybe part of a rightway. Maybe we just want to convey it to the city and then be done with it, right? But we should just clean it up. >> What was the address, Chris? Do you remember? >> Uh, there's a bunch of them. It's >> 48 100 or something. No, it's for 4 4854 Mil Street, 44 4244 North Front Street, 3234 North Front Street, 26 North Front Street, 2830 North Front Street, and that was it. Um, so again, I don't have right I don't have the uh background for these. So yeah. So somehow I remember >> way back when >> Brenda had the same thing when you're
  5. 4:47going to sell them and no one knew. >> Okay. >> It was like it was like it was there but no one knew what happened to those properties. >> Okay. >> If I remember correctly, >> they didn't know what happened the properties. >> Yeah. No one. They're they're on our roll. They're on our list, but no one can find them. >> Well, the one front street >> there. Where is B? The one that we have have included. Where is it? >> Well, there's another which is to ask um you know a title company to look at these records whatever we have. I would start with the assessor. Yeah. Right. >> Right. And see what she has and then we could ask um uh uh for you know a review of title records to try to see what shows up with those you know. um address identifiers because the tax IDs are there and they're theoretically on the map but >> okay so we'll we'll go with the the assessors first. Where is the assessor's office?
  6. 5:49>> It's in the >> great I think she works at home. >> Yeah, this email. >> Okay. Okay. >> So, I just wanted to point that out that that was something that we added, you know, for what it's worth. So that's that if we wanted to vote to put that out, if we wanted to talk about a time frame in putting that out, we kind of want to talk about when we want these uh you know people to provide potential developmental information by whether that's you know by our January meeting or you know it's up to the to the board. Um, I think we probably should set a time frame because, you know, who knows, you know, who's going to be after us, right? We don't know what that's going to look like. So, at least you put it in front of them because otherwise they're not going to know the history. At least it's going to be something ex established already um, you know, to do, right, on a to-do list,
  7. 6:54>> right? So, I think we probably should have some kind of frame into into that for a put a plan in place to make that happen because we don't want to leave anyone with, you know, starting from zero because we're the money situation's really going to be in trouble. >> So, we need to put this in front of whatever board as soon as possible. >> Right. >> In other words, they won't have to reo the wheel. Absolutely. Working. >> Yeah. Right. >> That makes sense. Anybody can get on the cart when writing. >> So, are you having a December meeting? >> Yeah. >> So, do you want to have a deadline for questions sometime before that December meeting and then respond to questions and then maybe have a January deadline for the RFI? Okay. Does that make sense? >> Yeah. So, you're saying that the board has a deadline for their own questions about that? >> It's a question. It's a deadline for questions from whoever might be interested. Yeah. And then, you know, you give them a substantial amount of time to say, "Hey, I need to know more information about this in order to be able to respond." Um, you know,
  8. 7:57sometimes you only give a couple weeks, but you know, given this is a >> January, but January might be a gap because organization meetings the 10th of January, right? Okay. >> So, however that works, that means might not be meeting February, right? >> So, you might want to schedule this to have responses by February. Is that what you're thinking? >> No. No. I I think we should if we if we could have had enough questions by December and then vote on it and to get get a date by December to have it by >> Oh, you want the responses in sooner. Oh, okay. >> Yeah. Because I I think we need to put it in front of us, put it behind us and then so it's there, right? Because no one knows what's going to happen, right? And come February, they're going to kick cans are going to whatever. It can't can't go that way. We need to leave something in place for hopefully revenue and a plan. >> So then you want questions fairly soon. But uh yikes. Um >> well also the thing is Wednesday's our
  9. 9:01December meet meeting. That's right around Christmas time too, right? >> Yeah. So typically that means bringing it in a week early. >> Let me pull it up right now. the 18th. >> So, as of right now, our meeting is on Christmas, so probably not gonna that. >> So, that would put us at the 18th. >> Could we change it maybe to the 27 or something? Give it a little couple of more days. >> Do the issue is people go on vacation because I'm I was going to go vacation that week, too. So, that's the only time I get home. So I mean is the 18th that Thursday too soon December 18th >> to have people's questions in by or to have their >> to to have full responses by >> I mean it's not legally too soon you know it's plenty of time it's just is that enough time do you think to get
  10. 10:03people to respond to >> yeah we want to really get the word out too we want to get you know all the responses from the people we want you know good >> yeah right >> now will only be like 27 selling 28 days. >> Yeah. >> And notional food a little bit more about the properties that we can't find. >> Well, they're in there. I mean, you know, I'm not sure that's what's going to attract somebody to respond, you know. Um, we're just trying to be complete with that. >> No, I do agree with Dominic, but is it enough time? Is it enough? I just want to make sure we have enough time to fully get the word out that we don't rush just get no responses and then move on. I want to, you know, give this a good try um to really spread the word however we can. >> I mean that is you two going to have to hold a torch, right? You doubt it. What >> you and the Smithy is going to have to
  11. 11:06hold the torch >> for what? >> For this pro for this to continue. If we don't do get it in by December, probably keep pushing. >> Who knows? I'll be here. >> We just have hope. >> What? >> Just know after January, who knows what? >> Yeah, it's so changing. It's majority minority. >> Oh, I keep forgetting that. I apologize. I do forget that. >> Trust me. My wife had my boy had a vote. >> I know you're right about that. I don't know what to say. >> I'll continue that. >> Okay. >> Okay. Person that they're going to no matter what. Right. >> No matter what. >> Yeah. Put your hand on the Bible. >> I did. It would burn up. So I don't Okay. So, so we're gonna we're gonna push it to do the January meeting then or or the >> Yeah, I think that would be >> maybe to February. >> It won't be February. >> What do you say?
  12. 12:07>> Yeah, it would be February. I was >> thinking that we give at least 60 days. >> Okay. So, that's >> that's what I was thinking like 60 days because you know it's the holidays and people you know February, right? >> Yeah. >> Yeah. Okay. >> January's meeting is back. try to get questions before your 128 meeting just so you can sort of see whether or not there's interest and if it seems like there's it's just crickets then maybe you want to you know get some more word out you know that kind of thing or give you a little bit of a clue what was going on >> questions by the 18th >> well or probably a couple days before that so you have a chance to read right and be prepared to talk about it >> so does that make sense >> yeah that makes sense to me >> certainly Bies will be purchased this time. >> I'm hoping. >> Me, too. Everything. >> Good. >> So, so questions by what? The 16th of December.
  13. 13:08>> Yeah. and then um full submitt by >> I mean I would say you're going to want to before the meeting so that you know that the meeting you have an opportunity to review them and you know um evaluate so it's you know pick a time when you feel like you could spend a little bit of time looking at them if you know so that you can be prepared to >> talk board about it. >> Let's so the meeting will be changed to the 18th most likely to schedule that. So let's call it um questions in by that 15th. So >> yeah. >> Oh, questions by the 15th, not the 16th. >> Yeah, just to give me the full >> Sure. >> And then in terms of proposals in sometime in January ahead of the February meeting, right? Mhm. >> So towards the end of January, but give yourself a week or so to to like dust them off, figure them out. >> Mhm. >> Assuming you get multiple proposals, I hope.
  14. 14:10>> So we're just saying we want it in January before the February meeting, end of January. >> Well, I think that's what you guys would like to do, right? Yeah. Have it before. >> I mean, even if you go like mid month of January, right? At least that gives, you know, at least two weeks, you know, before February because February is also a short month and it goes, you know, I don't know how they're going to, you know, arrange the meeting if we're going to go back to our, you know, the Thursdays. Who knows, right? So, >> we want to at least, you know, have enough time, you know, we don't want to wait right until February 1st, right? Mid January. You think that'd be good >> or uh the the deadline? >> I think so. Yeah. >> So, I want to call it um January 22nd. >> That sounds good. Yeah. >> For what >> the deadline >> for deadline for the actual thing. And then Michelle, did you have >> um Yeah, I was wondering, did you speak about the rules for advertising? Um so, for example, like I did look in a list of a bunch of developers email. I just don't know if you should use.
  15. 15:15>> So, good question. So, what I would suggest is you you you put up a notice of the RFI on your website and then publish that. Okay? And then you can send that notice to whomever you like. Um, you know, uh, certainly to try to generate interest, it would be great. Um, and then you want to keep a list of whoever you send it to and then keep a list of whoever inquires because you're going to be the contact person. Um, and then if you have an addendum, you want to make sure that you know who you sent the RFI, they have full RFI out to so that then you can send them, you know, an addendum if you have an addendum, right? If you change something, if you change the date, whatever, you want to be able to communicate with whoever you send it to, >> everyone you talk to, >> right? >> So, we identify >> the field. Maybe what people could do is is is uh if you have a list that you want to propose, give it, you know, give it to um the two of these guys so that you can >> Oh, fantastic. >> You know what I mean? Right. There a lot
  16. 16:17of agencies that Right. So, so any any ideas that you might have, right? You want to take those >> and then make sure you have that. Do you have more than one place on the website where you want to link it? you you should have it in one place on the HT website, but if you have a different place on your website that you want to say there's an announcement and go look here. Yeah. >> You know what I mean? >> Right. Right. So you guys can collaborate on that and figure out what makes the most sense. Okay. >> I needed to give you a notice of Did I >> just like Did I send you a notice? >> You sent me the resolution. Yeah, the notice >> it it'll just be like a notice for RP kind of thing. It's pretty straightforward, but um I can give you a little form just to be published. I >> mean, Michelle's probably got one, too, but give you something. >> So, we got our dates all set. >> We got our dates. If if we're happy with the RFI, I believe we need a you know, a resolution and a vote on it to put it out there.
  17. 17:20>> Should we do it in December or we do it now? I >> think we want to do it now if we're going to put questions. authorized the release of the RFI. >> Should be the resolution or not? >> No, I just have the one copy. >> Oh, okay. >> It was sent to everyone as well. >> Okay. Um, but it wasn't on the It should be on the agenda next time cuz cuz if you're going to consider a resolution, it should be part of your post agenda. >> It's posted on online. >> Oh, it is posted. Yeah. >> Oh, okay. Okay. >> It's just not on. >> It says resolution, doesn't it? >> Okay. Okay. Okay. As long as it was posted online, that's fine. All right. So everybody can refer to that if you want to just go through that and then you can do the usual thing. >> Okay. >> Okay. >> Is that the one that you sent us? >> Yeah. Okay. >> Yeah. >> I already saw that. That's one we already >> So should should I do a motion to do the res accept the resolution? >> Okay. Can I get a motion to accept the resolution for the RFI? I'll make the motion. Second. All in >> favor. Anyone oppose? Great. Thank you.
  18. 18:25And let's do a roll call vote to roll. >> Board member Morante, >> yes. >> Board member Smith, >> yes. >> Board member Morris is not present. Board member Joiner, >> and board member, >> yes. >> Board member Johnson, >> yes. >> Okay, great. So we got uh basically everything we wanted to cover there. Um next is the the budget which I can project and >> the draft budget every yeah >> and I made that edit that um Margaret had mentioned with the change in the uh city's contribution to HTF we can see here. Um, and if we're if we're ready to I don't know. Did we have any more questions, comments? >> Any questions on the on the proposed
  19. 19:28draft budget? >> No. >> Can I get a motion to accept the budget? >> So move. >> Can I get a second? >> I'll second. >> All in favor? >> Anyone opposed? >> Okay. Um, and then this is just an update. Me and Dominic went to the bank. Uh, we extended the CD till April 19th. Um, and made the the switch that everybody voted on last month. So that's all good. >> Which put it at what was it the total? >> Yeah. So it was kept 110 was kept in 95 was taken out to the that puts in the Htf general fund. Um, and that gets them to that April date. Yeah. All right. >> And so next we have our bill. >> Yeah. Fin. >> Well, you did that. We did. That's a financial we did, right? Right. >> Uh we haven't voted on the the bills. Um
  20. 20:32me and Teresa did go over our reconciliations before the meeting. So we have two bills. Um you're looking at them, me and Chris P. Um can I get a motion to pay the bills? I'll make that motion. Can I get a second? >> Second. >> All in favor? >> I >> Thank you. >> Okay. So, went over everything, went over that resolution already. Um, HTF, I know you're you're still getting the minutes together because you guys had a meeting just last week. Um, was there anything you wanted to go over? No, I'm gonna discuss the pro housing grant um which the city Tuesday and uh we're going to move in December uh to kind of discuss new plans and um try to get some new board members uh for the year. >> And the the grant was for zoning, right? Is that the tag grant?
  21. 21:34>> Yes. Okay. >> Thank you. Cool. So, that covers all the the new business. >> No old business. We got old business. No old business. We're good. >> We're all good. >> Public comment. >> Um, yeah. On those properties that you don't seem to have a Could you give me a list and what the parcel IDs are because I can go take a look at the county. I used to do title searching. >> Yeah. So, the the RFI is posted. is going to be posted, but I can just >> after the meeting, I'm happy to just show you what it >> was. Yeah. Wait, did I take a look? I'll go. >> Yeah, if you do some research for it, you know, you're like my internship, I guess. >> I don't think I think what's wrong with that. If you don't >> Okay, if there's no more other comments, can I get a motion to adjurnn? >> Yeah, I'll make the motion to all favor. Oh, sorry. I was question.
  22. 22:44Yeah.
