Um, as Commissioner Smith said, today uh was the last day of our election. It ended at 3 p.m. We did have early voting all month, and we did have a uh a resident form, a resident commissioner form.
- 12:33Unfortunately, we only had one commissioner fill out the proper paperwork to be added to the ballot. Um, that did uh stop anyone from participating in a write in uh as a write in. And so they they also had that option. Uh so today at 3:00 uh we announced um that our new resident commissioner is Miss Annette Young, Miss Annette Young, who's not here today, but as of January 1st, she will be our new resident commissioner. and her term is from January 2026 um to December 2027. >> Congratulations. >> So, congratulations to Miss Bill. >> Um also, unit inspections will occur in the first week of the month of January. Uh residents will get dotimely notification um with procedures and you know instructions. Um, and what my ask is is that if you have any issues in your unit that are uh that need to be repaired,
- 13:37please don't hesitate to call the office, let us know so that we can have do we know do notice to make repairs um and tend to your issues. Um, some people for whatever reason just don't call and say what their work orders are and then we discover them during an inspection where we hope to avoid that. All right, so please call your work orders in. uh we will give notice if you have any questions about that you can contact the office. Um, next is uh this last month uh HHA and Monaco uh and I well we all went to the common council meeting um to to the formal session and the formal session uh to uh introduce and request a uh modification of our current pilot agreement and a new pilot agreement for the new development project. And um it is with great joy that I'd like to announce that both of those things were approved. I'm very excited and grateful to the council, grateful for the MCO
- 14:41team and our attorney attorneys who have presented compelling cases for uh this uh adjustment and um it is a huge and critical step for us. Um we've we've told the state that that this has occurred and um they're very uh that they welcome the news and they're very excited to move forward. Uh but it is was a critical step in our process. So again, we'd like to thank the the common council um for all their support uh as we move forward in the project. Um lastly, well, next to last, I'd like to say I met with the mayor elect, Joe Ferris, uh last week. um he came down to Miss Towers and we uh had a conversation um and he toured the building. So I got an opportunity to show him firsthand what some of our concerns were or what our many concerns were and why it's so important for us to move forward with this development project. And we had a long discussion. he was able to ask
- 15:43questions and he listened um as I pontificated um you know as you know about our our our project. But he was very uh he spent a lot of time with me and he was very supportive and he stated that you know to let him know anything um that he that we needed uh he would be able to he would assist us let him know. Um but he is in support of our project. Okay. And just just to let you know, Rebecca Wolf is on so we can she that's good because we need her to to participate in my next ask. Um I sent out an email. Um it seems like we haven't been able to decide, but our current meeting is a conflict for some of the um commissioners. So, I'm asking at this meeting that we make a decision on uh what new date we we will be set for. Uh the what we've uh dwindled down to is the second
- 16:45Wednesday, the third Tuesday, and the third Wednesday. So, I'd like if we could take a vote or make a decision on that so we can decide so we can move forward with that in January. Particularly January, February, our meetings fall on a Monday, which is typically a holiday. So, we have to move it in black. So, we'd like to take a vote so we can move forward. Um, and so that I can notify the proper parties of our new meeting. >> You said the second Wednesday, >> the second Wednesday, >> which is the 14th, right, >> of every month though. - 19:57anything that you'd like to >> to share with us senior? >> Oh we've been coming. >> Good evening everybody. >> Good evening. We got uh Joel Mounty the president of Malco uh Don Mattio and Carlos Espanel who's the project manager. Um, a lot of good things are going on now. The project is really beginning to move. A couple of quick uh bullet points. Uh, the end of November on the 24th, um, we submitted an updated project narrative and budget to the state. Um, and we're in full uh architectural uh design mode now. The architects, the engineers, the site engineers are going full war on the plans for the project. The goal is to get um the site plan application um submitted by the 29th of this month so that we can be on the January board meeting of the planning board. Uh it looks like we're going to
- 20:59be on schedule to have all those plans submitted uh to the planning board by their submission deadline if not a day or two before. So we're in good shape there. um uh in early uh December we received comments back from the state on what we submitted to them and then within six days we turned those comments around and it's an iterative process back and forth um and um the state uh uh always is pressing for pricing. Okay, how can you reduce your price? How can you reduce your price? We've explained to the state that we don't have a full set of plans that we can bid out yet. Okay, our estimates are our estimates based on what we think is going on in the market, what we think it um the market's going to be six months from now when we close or nine months from now. Uh and they understand that, but but it's their job to push us, okay, and try to reduce the price. The one thing that I would say that I hope will give you comfort is that we've uh had I think 22 or 23 tax credit projects over the
- 22:05course of the last number of years with the state. same state agency uh in many cases the same state reviewers. We have never had a project where we've submitted an application and we did not close and start construction on those projects and complete those projects which means that on each of those projects we've always agreed with the state on what the construction is also. I'm confident that that's what's going to happen here but it takes it takes a process. Okay, we're going to go back and forth and back and forth and that's typical not only for us but but for all the developers, but I don't want the board to be concerned about that. We're in we're in good shape. Um we just uh we're closing on another project in Kingston. I think you know we're working with the Kingston Housing Authority. We submitted our our budget there. Uh and uh we had no push back at all on construction. So the closer you are to construction, the better your numbers are, the more accurate you are. Uh and and the state understands that too. It's just their job to push if they can. So they're we're going full boore. Um if we
- 23:08get into the the planning board and start the formal review, um the planning board's going to have their consultants look at our site plans and our lighting plan and and the all the engineering plans. They'll have comments on that. We'll have to revise them. We'll go back and forth usually over a couple of month process. But um we submitted a schedule um and uh we can update it for you. But right now uh we're in a position where we believe we can close from our end. Okay. Uh by June, okay, whether the state is going to be able to close by June and that's their determination. They've got, you know, juggle us with other projects. They've told us by the end of the by the end of 26 for sure maybe they can move it up to October. We're pushing. you wouldn't want them to move it up to June. So, that's that's what's going on. Uh, but uh the planning board has been extremely cooperative and helpful. The city administration has been great and of course we've got a great support from the board and and

I may say something. >> Just know on this project there's some exceptional fault that are atypical projects. Uh we know we have a brownfield here that we will be cleaning. Uh we all know that the site is subsurf plate which requires a totally different underground construction and it's not system so substance so we have to do underground storage tank. So there's added cost here that you typically don't see which will be part of our adventure back and forth state. Um but they know it. We're confident. We're happy to be here and we're very pleased with our progress. >> Thank you. And he did say that he was in full support of our project. Additionally, he asks, and this is important because we have meetings all the time and they're not well attended. He asks that if he'd like to have a community meeting here for the residents in the building. And so he and I will work to set that up or my ask to the residents here is that you come out and support and ask any questions that you have as well as, you know, uh demonstrate the need and support uh uh uh for our building. um for our project so that we can you know get to new and better. I mean if you're not tired of elevators breaking down and you know wind seeping through the windows or
- 27:21whatever they can I'm uncertain what else I can do but I'm aware of what those things are and we are trying to make a viable project so that you can have decent more than decent beautiful living conditions. >> Yes. Now therefore, it be resolved that the HHA board of commissioners approve the employment separation agreement between HHA and Kyler Payton and authorizes and directs the executive director to execute it on or after Miss's last day of work. We
