Um, I just want to share a few things about who we are. Um, first thing that's happening, the most important thing right now on the agenda is that we're having we are having our tenant appreciation day. and a better meeting space so we can
- 4:06hear. Is that better? >> Yeah. >> All right. We have an attendant appreciation day on this Friday. It is our gathering for the residents. It's our opportunity. Uh although we serve them daily, this is so that we can serve them in a different capacity. Um, and we have our vendors from the community uh that provide services that our residents will get the opportunity to go around and talk to and see what services they will provide. We also have the police and fire department that attend as well as the sheriff's department. Um, the uh uh city government um representatives will be here and we will be cooking for and feeding our residents and playing some music, dancing and playing games. you have a bouncy house for the kids, for each parenting, all of those type of things. And we will be thanking our sponsors uh at that time. Um we this is largely this is something that has has occurred. Um but it's also um largely due to a grant that we've received for the last
- 5:11three years from uh Bank of Green County Charitable uh Foundation. They've given money to us so that we can have this event as well as our sponsor. So we want to thank them publicly and on the record and we we're looking forward to Bill and an amazing event. Um next >> Jeffrey can answer question. Uh there will be a report out in the audit. uh it will come in September at our annual meeting which is the same time we will be um selecting our office and you know upcoming again at this time give him the best time most of my time to Miami development from
- 7:21Hong Kong to give an update on projects >> thanks for good afternoon everyone asked me to give you an update Argentina is beating England singing to one. Uh there's about uh maybe 10 minutes left, even less than that. I'll keep you posted. Um the um couple things. Unfortunately, um I think probably already the board meeting this evening has been postponed. We've been able to get it formed. Um and uh they scheduled the meeting for I think it's August August 19th, I believe. >> That's correct. Um so we'll be prepared for that. Um the planning board meeting uh is still scheduled for uh next week the 21st I think it is. Um so uh that will be a continuation of our site plan presentation. Uh we we've responded to the questions that have been asked of us by the planning board. Uh we'll have our full continuum of architects and engineers. um and uh be prepared to uh
- 8:26answer any additional questions public. Um so that that is moving forward. Um I think that uh it's going to be a coordination issue uh between the planning board and the zone board. So, I don't think that the planning board is going to want to take any I'm not sure that they will take any action anyway next week, but I think without the zoning board meeting, they probably did not take any action. That gets up to the chair and the members of the board until they see what the zoning board has to say on the the townhouse site, but we'll be prepared to answer all questions and we're going to the project. Um the our architectural plans are moving ahead with the next two weeks. We're going to have drawings that are 75% complete. Uh and we be prepared to submit them um not only to HDR but state agency and also um to the city. Um city I think is still in the process of um uh trying to decide who's going to be reviewing the plans,
- 9:29whether it's going to be the existing people and whether they're going to bring in consultant. Uh but either way, our plans will be ready in the next in the next two weeks. Um and the building request can start reviewing them um at that point. Um we are still um moving towards the December closing. Um it's still a lot of work to be done. Um some very good interest from um investors who provide the tax credits. Um and uh we're working on uh full tax credit application which we'll probably be submitting to uh to the state. Um obviously probably in the middle of August um and going be setting up a call with Darren Scott who's the regional director of HCL in the next week or so. One of the things we want to do is to put space design team in touch design team. That's a process that the state goes through. The state um middle of 2025
- 10:33I think um instituted new design guidelines uh to make all buildings more um energy efficient, more sustainable. Um also falsely the state is willing to make sure that investment goes in to make sure we have a higher quality building. Um so uh the regulations are new state has a process where their design maker will be developers design make sure that everybody's on the same page. So we're going to try to set that meeting up in the next couple of weeks. Um we're fortunate because we just um I designed to do that on another project in state. So we think we have a little bit of lay up there. uh lead with him. Uh but uh we can't have every building every year and people will see different things and we'll see what the state has to say. So we're moving ahead as fast as we can. Um the state uh GDC um still is always a question mark how quickly they
- 11:37can move on things. uh and we're still a testing site uh and uh providing information we need to to state or brownfield. Um so I think I'm going to stop there Jeff. >> Okay. One of my questions was you said that um investors to purchase the tax credits. I don't understand that. So could you elaborate on that one? And then the second one is that uh you said something about the state changing regulations on efficiency last year, right? >> Yeah. >> And so what did they do? Because I know it was something about the geothermal or something. Okay. So that but the first one is the tax. >> So the first one in in a great question. It's complicated. >> Okay. Yeah, let me tell you the almost every significant affordable housing development that's developed in the state uh of New York and I would say around the country is funded by what's
- 12:42called the federal tax low income housing tax credit. Federal government allocates credits to each state in the country based on population and some other factors and demographical values. State then has uh an allocation of tax credits which they use themselves and they also give out some of those credits to different agencies or sometimes to an IDA or some agencies. Um but the idea is that these tax credits are very valuable and they're based on the um based on the possible development. And what happens is you have to apply development. You apply to the state and say here's our project. Here's how much it's going to cost. This is what it's going to look like to the rest of it. And based on that state will make a determination. regularly gives you a certain amount of tax and it's a very competitive process uh because there um up until the last year um there were always more applications
- 13:48than there tax credits available in the last year um the federal government has gone tax credit so that's good so I'm worried about the availability of tax credits but it's still been processing so what happens is housing authority now go put in application to the state. There's a project and the state will will give us a number uh and it might be $5 million and that means that we have $5 million then but but it's not it's a $5 million allocation but we get it over 10 years each year for 10 years and we then sell them. It's like a commodity. So they go out in the market and there's a whole market. >> You're talking about the developers go out and sell it. >> Developers sell developers and the state knows if they know what the process is. So we reach out to um >> we reach out to syndicators sort of like middlemen. Um and there's a whole
- 14:51industry that that does this theory. There are many uh many syndicators in the country. Um and we approach these syndicators and we uh we say here's our project, here's where it is, here's how much the valation is. How much will you give us for each dollar of the tax credit and it's a market fluctuation. So, a couple years ago on large projects in New York City, um tax credits were selling for $15, A$110. For each dollar of the allocation you got from the state, you're actually getting in a dollar10 or$15 from the buyers. What happens is the buyers are usually large banks, uh like insurance companies, um and they basically they give you 10 and then they take it off their taxes. They they >> Oh, so that's how they benefit. >> That's how they benefit. They they they make they always make money on the deal. Uh and that's fine. Um but it's a it's a fluctuating market. Bad news is that the
- 15:57market has gone down over the course of the last couple years. So while a couple of years ago we were putting this project out, let's say three years ago, you might be looking at getting um I would say maybe 85 cents something like that. Okay. And now it's going to be less than probably going to be in the high 70s or less. It depends uh a lot of it depends on the need of the banks and a lot of banks do it because they also get CRA credit and some other benefits. So, but it's a it's a process that we go through. Um we've spoken to a number of syndicators already before we don't have an allocation yet. We have have an idea based on your cost what an idea it's going to be. Um you know we spoken to a number of syndicators that are interested in the project. Some syndicators are not. Some some syndicators will vote at Hudson say the community is too small. Has nothing to do with the project
- 16:59authority has nothing to do with capability. they just say we're not putting money in a community that's less than 75,000. Um other syndicators will say um uh we don't need any friends this year. Okay. So we're not in the market. Okay. If it was next year, if it was last year, we'd be interested. So it's a it's a it's a it's a market condition that we have for this project. So we'll be going through that process over the course of the next couple of weeks. We'll be reporting back to you um what kind of response they can get and the state will once we make our deal institutions actually state reviews it as well. So in other words they want to make sure that they get >> and we get the money and they get the credit. They basically what happens is they on a $5 million application they probably will buy something like $40 million again. So they give us $40
- 18:03million. It's not a loan grant that comes in because they're getting their tax credit. >> Okay. >> And uh and this is it's very standard stuff. Your attorney does this all the time. Very familiar with the syndicator. very familiar with the um uh with the lenders that she associ it is very complicated and it's it's very opaque if you don't do it all the time but for somebody like Brian we do 30 of these so you know the process so that's how that works and maybe even more complicated addition to federal credits as state credits state has its own credit state credits sell for around 60 cents each so But we're asking for as much as you can get based on what we >> mean the vehicles used to fund the project. >> Okay. So that's nice to know that >> vehicles that are used to fund the project. >> Yeah. In other words, that's where we get u more money from. That's good to know. We have so we have we have
- 19:09preliminary resources we use what we what we do what are we going to do by like construction cost architects pay all these things and then on the other side of the letter there's the source where you get money all these things um and you're going to show up federal tax credits state tax credits state is going to provide subsidies um you know getting money from statement subsidy providers So you see those numbers and they're going to match up to show that we have enough money. >> Um that's that. >> Thank you. >> The the question about the uh sustainability um and I'm honestly I'm not the best person to talk about this. Um but um it it is primarily directed at energy efficiency. And so they the first thing they look at is how to seal the room. How tight. In other words, what type of windows are you going to be using? How are you going
- 20:10to use single pane double or triple? How are you going to insulate? How are you going to insulate walls? How are we going to be so late to leave? So, and they will the state has given us standards that you have to meet certain standards and those standards are have been the main issue is that they've increased the standards to make the buildings more efficient. Um, >> and that's for everybody within this state. >> Yeah. Yeah. Every everybody that's getting the state money has to be um and there's a little bit different rehab. It's a little different than infrastructure. It's a new construction building. So they want you to pursue conduct do it right the very first time you can get the building. So um so that um and that there's a lot of back and forth between uh the architects and the state as a whole sustainability team and they'll guide us. They'll say no you need to do this. Um so uh it's not uh again it's it's part of the process um

Whereas the Hudson Lings or issued a request for proposals uh RFP for accounting services on April 27th, 2026
- 23:24whereas two firms responded to the RFP and the executive director recommends accepting the proposal submitted by Clifton Barley LLP CLA and whereas the board of commissioners of the Hudson House of Authority desires to enter in agreement with CLA LLP for accounting services for a period of July 16th. And where is the financing for the development of replacing the housing for Bliss Tower will include the development fee for Marco and HJ to pay expenses incurred and to be incurred with the redevelopment. And whereas North has agreed to advance portion of
- 27:40development fee to assist HJ HHA to pay current expenses and whereas these funds will be used to pay current expenses of HHA. Now therefore be a resolved that the board of commissioner hereby authorize the executive director to execute an agreement with not to receive agreements of the anticipated developer fee and to repay properties to plan receipt of developer fee as a part of the redevelopment and replacement of housing for bliss towers adopted this July 15 2026. Whereas the tenant selection plan TSP we'll refer to it as for for the TBR tenant based rental assistant program has been developed and complies with HUD book 415.3 and Hudson Housing Authority administrative plan whereas the proposed tenant selection TSP for TD was made available for public review and comment for comment period for 45DS from May 20th 2026 through July 6th 2026. Six. Whereas notice of public commentary was duly provided through the appropriate channels. Whereas the board finds the adoption of the ten selection plan necessary to ensure fair and compliant tenants selection. Now therefore it be resolved that the board commissioner included. The board of commission approves and advise the ten selection
- 29:46plan for the tenant base rental assistance program. The plan shall be effective 7:16 2026 and the executive director is authorized to finalize an >> um just to give you a little bit more background an additional document. There's guidelines to it, but this is a rental assistance program that we received the grant for. In order to administer, we have to have a Tennessee election plan and affirmative marketing plan in place. Um, again, this is something that was supposed to be reintroduced so we can be have begun uh housing by now. Um, but uh we will move forward nonetheless. What one of the ways the program will work so you understand is that we have a current
- 30:49housing choice v voucher list where we'll pull people from that waiting list because we already have their capacity. They will not lose their place on the voucher waiting list. If they come to the top of the waiting list and find an apartment and they're able to execute the section 8 voucher, we will then release them from this program to that program and they will continue, you know, and we'll go to the next person. But this is a program that can help them in the meantime. Um, and so they'll be able in some cases depending upon uh the qualifications if they're eligible, if they're already living in a place, um, and we call them up uh, call them up to the top of the list, uh, make sure they're income eligible and eligible for all other parts of the program, do the inspection. If the apartment passes, we can provide assistance to them for when they're currently. So for example, we have a lot of people a lot of residents who live in crosswinds later on are associated with this. Um some are living in takes section. Oh no doesn't but we did give them
- 31:56everybody have to take section eight. >> No everybody doesn't have to. You can't discriminate from taking it. - 32:59that we'll get renewed right and so as we continue to help people if we you if we exhaust all our people on the list then we'll have the waiting list where they can apply they can apply online but right now that won't be necessary because we have the current waiting list. >> How much do you remember what was it? This is a a background statement from the board resolution. The Hudson Housing Authority has sent in approval of the attached tenant selection plan and affirmative marketing plan for the home funded tenant based rental assistance program. The document establishes the policies and procedures that will govern applicant eligibility, waiting list administration, tenant selection, fair housing compliance, reasonable accommodations, unit requirements, and formal review procedures, and ongoing program administration. The tenant selection plan is designed to ensure that the tenant-based rental assistant assistance program is administered in a fair, equitable, transparent, and non-discriminatory manner while complying with home program regulations, HUD requirements, and aable federal and state fair housing. The plan outlines
- 35:04eligibility standards, verification requirements, accuracy standards, denial and appeal procedures, and annual waiting list updates, and record retention requirements. The accompanying affirmative marketing plan establishes a concrete strategies intended to affirmatively further fair housing and ensure that the eligible households, particularly those least likely to apply, are informed of available rental assistance opportunities. The plan includes targeted outreach to underserved populations, provisions for individuals with limited English proficiency and disabilities, fair housing advertisement requirements, and annual monitor monitoring and review procedures. Ward approval of this policy document will provide the authority with the formal framework for administering home assistance and will help ensure compliance with home program requirements, fair housing obligations, and applicable funding source requirements. The policy may be amended periodically by the board as necessary to reflect regulatory changes, program requirements, or local housing limits.
- 36:08And the recommended action is that the board approved the tenant selection and affirmative marketing plan for the home funded tenants retro system program and authorize staff to implement and administrative program in accordance with the approved policies. >> And the plan is on the next page. >> So without without approval, we can't administer different policies. >> Yeah. Um is it in the future is it set up whereas um the vouchers be sort of like tears and when I say tiers whereas your income may be $1,000 and you approve that level and then your income may be $3,000. You may not get approved for the level of thousand but there's another tier that you approve for that and you can get approved. Do y'all have that set up here in New York? >> Well, the pro the program is is regulated. So there the regulation is that it be up to 60% of the the median income. So in that respect it is
- 42:27somewhat tiered because it can go as low as our like we currently uh provide units for low and very low uh [clears throat] income residents like there our residents income is typically below 30. So we can go up to 60. So that will help us assist people in that. This program is a little to be honest some people once they get on this program it's a little difficult to go to section 8 because it gives them a little less. This program is a little better. Uh but it's a it's only a two and a half year program. Um so people can be able to consistent in that time. There is some opportunity for according to the regulation. There is some opportunity for renewal. Um and also there are opportunities for the housing authority to get there. But we have to get it going and make sure they'll be administered well and make sure that we abide by the regulations. It's we have to go through audits like it's a whole different angle. So >> Okay. After the building's done, after everybody that's already committed pass, after everybody who's low income, you got them on that list has been after all of that is done. That person who has $25,000 a year be able to get into this program with a voucher for that.

This is a separate program. However, our new development is going to have even a greater AMI ban and we'll be able to help some of the people that you're speaking of like that those in between those those folks that are that are working but still barely making it. Um, in some cases, if they find a new apartment, we'll be able to help them with security if they're eligible. And in some cases, we'll be able to help with utility. It's not going to miss whatever the regulations uh allow. Um, but due to once we do the calculations based on the money and the administration of the program, we may be able to help anywhere between 25 to 27 families. So like two and a half years. It's not as many as we want, but it's very impactful. um because just in two years because New York >> not in two years but for up to two years that manyamilies >> you know what New York has they have the voucher program where they actually pay
- 47:45people's rent and I think it ranges from $2700 a month for one bedroom up to 4,000. >> Well, there's different programs. So that's something this is something like it but at a with a limited amount of money, >> right? >> But like I said, you got to remember think about if let's just suppose >> just for a sake of understanding, let's suppose I was assisted at $1,000 and John was assisted at $3,000,000 every month. >> Every month just for two people, >> right? For a year. >> For a year. >> For two years. >> Right. Right. Exactly. So that's why that's where the calculation One of us may need utility assistance or security assistance. I may even be living in place already. He may be moving into a new building and need to get started with utilities or security. >> And there's no requirements for them to join a program to get a job or train or something like that or increase their

That is not a part of our pri program right now, but that is a federal program that is well that is a initiative by the federal government right now. >> But that's not a part that's not a requirement. So receiving the same aid you talking about like term not term limits but >> is it possible to partner up with an organization that does what she just said here at this facility? I mean especially you got opening up. Sorry, I didn't get excited stupid. Anyway, just mean you got open up the building and say into that first floor. You may have different services and one of those services can be what she's talking about. If we partner up with them, it may it may not be our project your HA project, but if we correlate or partner up with them for that service may help. So we ab absolutely love partnership and I will welcome any training programs, apprenticeship programs, uh you know anything that we can help

They would take their old furniture to the duck and then charge you with they're being char Well, we're being charged at the dump. So we haven't had one since November. >> The truck broke down >> and you think a truck is needed right now >> because nobody can get their furniture to the dump. But what about that big truck? That garbage truck I see out there that they be put in. >> We can put stuff in the Well, we've had a dumpster, but that was to empty out uh the small units that we were working on. >> I'm sorry. >> And we did allow people at that time because it wasn't full to get rid of some of their garbage at the time. Yeah, we are working on getting a truck. Um we have to make some calculated decisions. Um the elevator service is more important at this time. Um, but that is

Uh we we while our truck is good, we didn't put a lot of miles on it for the 11 years we had it. So, I want to make sure that I'm just not we're not just paying for breaking truck for what's going to be the beginning. We're looking and I'm waiting to get some information. So, we do have the the part that you guys took to the truck were in the parking lot. So, why can't if we have something to get rid of, why can't if we're moving it out to there, why can't we do that? because it's garbage and garbage attracts uh oings and other things and so that would not be good beneficial for the

And we were able to take the truck and we had a they call large garbage every month, but we're not able to take >> the large garbage to the dump like we used to. Um which is why she's inquiring about commission. But we're I'm definitely working on it. I listen I want to get I want to get a truck before it snows because we do plot, you know, but we're working on it and we're working with them on a budget team. Hopefully hopefully very soon we're negotiating some things and um uh if those things come through then we be able to move more uh actively to the second >> cuz you know we had that truck for 11 years and I only had 23,000 miles on it and it and how did it catch on fire? >> The transmission or something backing it

It can not only provide a service of mopping the floor, but it also can provide protection because if a person is mopping, especially the staircase from the top to the bottom at night, it can pro it can be a double-edged um service. That's that's why I was saying, why do you have them all on the same hour, same time? >> I understand your point, but it takes a special type of employee to do that type of work. They have to be reliable.
